BRIEF DESCRIPTION:The purpose of this position is to administer and support enterprise geospatial applications and related databases that form part of the Geographic Information System (GIS) environment. This is accomplished by coordinating the planning, development, maintenance, and monitoring of various enterprise systems and applications. This position is the primary provider of these functions and requires liaising with agency IT staff and other GIS staff in multiple departments.

Essential Functions
Administers GIS server(s); performs regular operating system updates; manages federation, authentication, and access control systems; creates and maintains web- services; monitors performance and utilization of the system(s) and databases including hardware resources; determines operational, technical, and system requirements for the location, installation, operation, and maintenance of data processing, data communication, system software, and server hardware.
Coordinates and/or conducts the analysis, design, and maintenance of database structures and schemas. Designs and implements procedures necessary to save, retrieve, and recover databases from hardware and software failures. Establishes and implements database security standards and controls, and user access levels. Supports the enterprise GIS environment and agency GIS users; collaborates with stakeholders on all matters relating to GIS data and databases.
Plans, coordinates, and supports the installation of database software and migrations to new data management system software levels; verifies and tests the migrations to ensure data reliability and functionality. Performs database performance monitoring and implements efficiency improvements relational database management system (RDBMS) administration. Manages federation, authentication, and access control of an enterprise RDBMS; provides technical advice, assistance, and status reports to management; maintains overall health and efficiency of the RDBMS.
Creates automation tools and scripts for data processes; configures automation routines; provides guidance in troubleshooting and problem-solving related to system software and hardware; analyzes and defines agency disaster recovery responsibilities and procedures; might evaluate and recommend action on testing and certification of system software and hardware upgrades; modifies existing databases and database management systems.
Works with vendors to ensure products operate as required; interfaces with internal and external technical support staff to resolve issues promptly; provides support for Help Desk tickets related to GIS software and associated tools; coordinates and communicates with agency IT staff and participates in pertinent support meetings.
Develops and maintains add-ins and other data access systems; generates and publishes services and database connections; builds light applications for interaction with GIS data.
Consults on GIS initiatives; works with others in the agency to identify needs and develop and implement strategies for improving agency GIS systems, services, and tools; provides input on strategic planning and priorities; implements action
plans; clearly communicates status of agency GIS; presents goals and plans to a variety of internal audiences.
Increases skill set by participating in professional development opportunities such as continuing education and specialized training; proactively maintains knowledge of current trends and advancements in the field of GIS and associated technologies; attends seminars, workshops, and conferences; interfaces with other GIS professionals both internally and externally.

Formal Education/ Knowledge
Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree.
Experience
Over three years up to and including five years
Certification and Other Requirements
Valid state issued driver's license
Reading
Advanced - Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, surveys, legal descriptions, engineering documents, and/or legal documents. Ordinarily, such education is obtained at the college level or above. However, it may be obtained from experience and self-study.
Math
Advanced Ability to apply fundamental concepts of theories, work with advanced mathematical operations methods, and functions of real and complex variables. Ordinarily, such
education is obtained at the college level or above. However, it may be obtained from experience and self-study.
Writing
Advanced - Ability to write editorials, journals, speeches, manuals, or critiques. Ordinarily, such education is obtained at the college level or above. However, it may be obtained from experience and self-study.
Managerial
Receives General Direction: Work is non-standardized and varied and requires the incumbent to produce expected results and meet deadlines by following general procedures. The employee normally performs the job by following established operating
procedures and/or policies. There is a choice of the appropriate

Interpersonal/
Human Relations Skills
Work requires frequent and regular contact with others in a direct reporting relationship and may involve contact with others outside of the direct reporting relationship. The purpose of the contact is to address specific issues and/or general policies. Contact may involve support of controversial positions or the negotiation of sensitive issues. Evaluates customer satisfaction develops cooperative associations and relationships and utilizes resources to continuously improve external customer relations and satisfaction. Makes presentations and answers questions in regard to presentation materials and findings.
Technical Skills
Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the Agency. Skill in solving problems; in testing, installing, and implementing geographic information system programs; and in troubleshooting system issues. Knowledge of cartography and an ability to interpret orthophotographs and digital imagery. The ability to gather, assemble, correlate, and analyze data; to devise solutions to problems; to prepare reports; to communicate effectively; to manage projects; and to train, lead, assign, and/or prioritize the
work of others are essential for this position. Consequences of work affect large groups as well as the customer-base at large.
