About This Role

The Global External Workforce Compliance Lead is responsible for overseeing the policies and procedures related to the external workforce program and any related projects in support of contingent & services (SOW) labor globally. This role is a critical partner to any non-employee engagement. The Global External Workforce Compliance Lead will consult on policy/compliance and drive localized strategy & governance. This role will also drive and implement innovative solutions to help optimize the external workforce function and enhance the business, stakeholder, and supplier experience.

This role reports into the Director, HR Strategic Sourcing and PBS Program.
This is a US remote based role
What You’ll Do
• Provides analysis and recommendations for improvements to technology, policies, programs and processes in close partnership with suppliers and business stakeholders, and shared services such as HR and procurement
• Consults line managers and procurement on workforce planning
• Provides analysis and metrics that can be used to make data-driven decisions as needed
• Evaluate business needs and industry standards to improve policy and program guidelines
• Serves as subject matter expert on the Global Non-Employee Policy for stakeholders in the business, and administrative functions including procurement and legal; provide recommendations on the engagement of non-employees
• Liaise with regional government officials to provide proper documentation for all non-employees
• Oversee outsourced provider including remediation of operational issues/escalations
• Review contracts for all new suppliers to ensure structure of contract is aligned with global legal and compliance standards
• Responsible for the improvement, development and implementation on policy education training regarding the program
• Ensure data integrity through regular audits and quality checks; primary point of contact for audit and SOX.
• Frequent interaction, collaboration and consultation with HR, Legal, Procurement, IT, Security and numerous external service providers.
• Will consult directly with the business to handle strategic and operational planning.
• Oversees third-party vendor or Managed Service Provider to support program operations and strategy.
• May have direct oversight of employees to handle onboarding and offboarding of non-employee resources.
• Partner with internal IT and Fieldglass to align system integration/configuration, troubleshoot and improve system functionality as needed
Qualifications

Who You Are
You are experienced with overseeing the policies and procedures of a global workforce program, including having a solid understanding of non-employee classifications and other HR policies and procedures. You have a compliance mind-set and familiar with various labor laws globally. You are consultative and have a track record of successfully guiding stakeholders on critical workforce decisions.
• 5-7 years of related experience including having supported global programs
• Undergraduate degree or the equivalent combination of education and experience
• Familiarity with IR35, 1099 vs W2 and other labor law classifications
• Skilled in effective project management and resource management
• Solid understanding of HR and procurement systems
• Strong analytical skills which provide insights and formulate recommendations using data driven solutions.
• Strong written and verbal communication skills and proven experience of collaborating with multiple stakeholders
• Ability to present ideas in a concise and meaningful way
• Ability to understand customer needs and translate into action
