Job Description - Global External Workforce Program Director_

**ROLE SUMMARY**
The Global External Workforce Program Director role is responsible for maintaining a culture of service excellence to clients and the Sourcing & Enterprise Services team through the provision of timely, high quality, value-added internal and external services.
This role is responsible for overseeing the development and implementation of a global, leading class external workforce program. This is includes overseeing global external workforce program governance and operations performance, driving strategic and operational collaboration and continuous improvement across geographies globally, engaging key functional partners to align external workforce operations to total talent strategy and overall enterprise objectives, and engaging executive stakeholders across the enterprise to communicate performance and needs.
This colleague will oversee a team of Regional Operations Leads responsible for external workforce operations within defined geographies. This includes oversight of individual development and performance and operational program performance. The role will also oversee the management of external labor providers globally, including Pfizer's Master Service Providers, Master Vendor, Pre-ID Contingent Labor Solutions, Vendor Management Solution (VMS) technology partner, and Professional Services firms. In addition, this role with drive collaboration with Sourcing colleagues to evaluate opportunities for operational centralization and implementation of global external workforce sourcing strategies.
Other key responsibilities for this position include overseeing the development and implementation of global external workforce processes, methodologies, systems, reporting, quality, charge-back methodologies, compliance, and customer service delivery models for Contingent Labor.
This position will report solid line to Senior Director Strategy and Performance Optimization within the BOS&S (Business Operations Services & Solutions).
**ROLE RESPONSIBILITIES**
**The key tasks include, but are not limited to:**
**External Workforce Program Strategy Development**
+ Define governance and operational strategy for external workforce and ensure alignment with total talent strategy, procurement strategy, and overall enterprise strategy
+ Develop risk mitigation and contingency plans to ensure business continuity
+ Communicate strategy and operational performance against strategy to Pfizer stakeholders, including direct reports, functional teams, and executives **External Workforce Program Execution Oversight**
+ Manage the execution of a cohesive global external workforce governance model, ensuring alignment with corporate goals
+ Oversee the development and implementation of vendor management policies and procedures and compliance monitoring
+ Oversee the development of standardized operating procedures for end-to-end service delivery
+ Ensure the third parties are appropriately integrated into Pfizer's operations to enable seamless operational flow
+ Drive a culture of continuous improvement within the governance and operational strategy
+ Ensure governance model is supporting execution of external workforce procurement strategy and refine with new roles and responsibilities, as needed
+ Oversee reporting and monitoring process execution
+ Monitor operational and supplier-related KPIs to drive operational excellence, including identification and resolution of any performance issues
+ Monitor ongoing operational initiative performance, including issues and risks, and resolve or escalate to executives, as appropriate
+ Oversee the development of complex market and internal data analysis to identify gaps and areas of opportunity **Stakeholder & People Management**
+ Oversee third parties, ensuring best practices and strategy alignment across all countries
+ Oversee regional operational execution team to ensure alignment to operational, total talent, procurement, and enterprise strategy
+ Build and maintain relationships with Pfizer business partners and external stakeholders
+ Oversee the development and execution of marketing campaigns to promote enterprise services, resulting in increased brand awareness and new business leads
+ Engage Legal, Sourcing, IT/Digital and other enterprise stakeholders to ensure that vendor management processes are integrated with overall business processes and to communicate program updates
+ Oversee training development and delivery to other employees involved in vendor management processes to ensure that they understand their roles and responsibilities
+ Lead, Manage and Develop 5 direct reports **Basic Qualifications**
+ Bachelor's degree in business, supply chain management, or a related field. MBA or advanced degree preferred
+ Strong leadership and people management skills, with a proven ability to lead and inspire teams across multiple regions
+ Strong interpersonal skills and the ability to effectively multitask in a fast-paced environment
+ Highly detail oriented with an ability to produce high-quality, timely outcomes
+ Strong communication and interpersonal skills, with the ability to influence and collaborate with stakeholders at all levels of the organization
+ Strong business operations acumen
+ Ability to collaborate with and influence cross-functional leaders
+ Ability to travel as required **Experience**
+ Typical Years of Experience: 12+ years of experience in given service discipline (10+ years for MBA/MS)
+ Extensive experience in procurement operations and supplier management, preferably in a global leadership role
+ Experience with vendor technology solutions
+ Experience in supporting risk and compliance management
+ Track record of success in building partnerships and connections with respective business stakeholders to translate ideas into outcomes that meet business needs
+ Experience managing and working with cross-functionalteams
+ Demonstrated experience in driving cost savings initiatives and value creation programs **Knowledge**
+ Global leadership skills
+ Knowledge of customer service skills including professionalism, reliability, speed of delivery and responsiveness
+ In-depth knowledge of procurement strategies, best practices, and market trends on a global scale
+ Problem-solving skills
+ Management of high-performing delivery teams
+ Strong analytical and problem-solving abilities
+ Familiar with procurement systems and software
+ Vendor outsourcing and 3rd party management skills **Preferred Qualifications**
+ MBA or Master's degree in strategy, management, or related field is a plus
+ Preferred licenses or certifications: CCWP, ITSM, PMP, LEAN, CAPM
+ Similar Procurement/Sourcing/Vendor Operations Management experience with similar Blue-chip organization

The annual base salary for this position ranges from $161,600.00 to $269,400.00. In addition, this position is eligible for participation in Pfizer's Global Performance Plan with a bonus target of 20.0% of the base salary and eligibility to participate in our share based long term incentive program.
