Government Assistance Eligibility Supervisor

positions.

The Government Assistance Eligibility Supervisor is located in the Department's Office of Eligibility and Support Services (OESS). OESS serves low-income families and individuals facing significant challenges in meeting basic needs including food, medical coverage, and childcare. OESS determines eligibility for Medical Assistance for the Aged, Blind, and Disabled (including long-term care); and the Affordable Care Act which includes Community Medical Assistance, Maryland Children's Health Program, Medical Assistance for Families and Children, Refugee Medical Assistance, Temporary Cash Assistance (TCA); Temporary Disability Assistance Program (TDAP); Refugee Cash Assistance (RCA) and Supplemental Nutrition Assistance Program (SNAP-formerly known as Food Stamps).

OESS provides these services on behalf of the State of Maryland Department of Human Services (DHS), Maryland Department of Health (MDH, and the Maryland Health Benefits Exchange (MHBE). In addition, OESS determines eligibility for the County's healthcare for the uninsured services (Maternity Partnership, Care for Kids, Senior Dental Program, and Montgomery Cares) and eligibility for the County's Working Parents Assistance (WPA) Program.

About the position:

The Government Assistance Eligibility Supervisor is responsible for the direct supervision of Government Assistance Eligibility Specialists and Community Service Aides engaged in the eligibility process for Maryland Family Investment Administration's Income Supports Programs and Maryland Health Care Programs.

Specific responsibilities include planning and managing the daily activities of the work performed in a customer service center and improving customer experience, and providing direction to staff assigned to various off-site locations in Montgomery County.

The incumbent:

Ensures accurate and timely response to public communications, problem resolution, and application processing.
Ensures that staff adhere to Federal, State and Local program policies and procedures through record review.
Has daily personnel demands through performance management, vacancy recruitment, performance monitoring, program training and implementing State and Local initiatives. Program targets are measured through collecting and evaluating statistical data obtained through various database systems, employee activity records and customer surveys.
As a manager/supervisor of unionized employees, this position has a responsibility for fostering a positive labor relations environment based on mutual trust, respect, and cooperation.

The selected candidate will be required to successfully complete a pre-employment medical exam and a drug/alcohol screening.

Minimum Qualifications

Education:

Graduation from an accredited college or university with a Bachelor's Degree.

Experience:

Three (3) years of experience as a journey level specialist in financial assistance program delivery, or three years of equivalent work experience.

Equivalency:

An equivalent combination of education and experience may be substituted.

Preferred Criteria

There are no preferred criteria for this position. Applicants meeting the minimum qualifications will be placed on the eligible list with a rating of Qualified and will be eligible for interview.

Knowledge of Family Investments Administration program policies and procedures
Knowledge of Medicaid
Knowledge of County safety net programs
Knowledge of Long-term care programs
Advance knowledge and experience using database systems to determine eligibility for Federal, State, and local assistance programs.
Extensive customer service skills and experience supervising a customer service call center.
Collaboration and partnerships
Written communication skills.
Supervision, coaching, and mentoring of professional staff.
