IHFA is the designated administrator of multiple HUD competitive and formula grant programs, primarily focused on addressing homelessness throughout Idaho. With a commitment to making homelessness rare, brief, and non-recurring, IHFA’s Homelessness Programs (HP) Department serves all regions in the State to varying degrees. The HP Department works collaboratively with a broad-based network of public and private providers focused on utilizing practices that are informed by data.

The role of the Grant Coordinator II is to manage the regulatory and fiscal responsibilities of the Homelessness Department’s grant programs and to coordinate with subrecipients and outside organizations. The Grant Coordinator II must also participate in developing strategies to improve the efficiency of programs, as well as providing guidance on high level strategies to utilize funding.

Grant Administration:  

  • Perform threshold reviews of applications and analysis of budgets for applications administered by IHFA
  • Assist in the evaluation of grantees’ current and past performance and coordinate the collection of data to prepare reports and evaluate projects
  • Regularly train funded organizations on program requirements, develop program trainings, and provide technical assistance on grants administered by IHFA
  • Develop contracts, grant agreements, certifications, and other documents necessary for grant administration
  • Oversee maintenance of files, tracking of project budgets, preparation of performance reports, financial oversight of programs, department budgets, and any reporting and/or planning of financial activities
  • Initialize and review subrecipient requests for reimbursement, payment processing, and track funds in accordance with approved budgets and prepare internal administrative draws
  • Provide input to Homelessness Programs team and Compliance team in determining corrective actions in cases of non-compliance
  • Prepare grant applications and Notices of Funding Availability as well as assisting in applying for HUD program funds
  • Provide project management for new subrecipients and potential grantees and coordinate efforts with federal, state, and local partnerships, including individuals and organizations
  • Participate in and provide input into the development of the 5-year Consolidated Plan, Annual Action Plans, and other reports
  • Provide input to Homelessness Programs team and Compliance team in determining corrective actions in cases of non-compliance
  • Participate in local program application cycles, including but not limited to posting NOFA’s, subrecipient engagement, working with independent review panels, application scoring, review, and ranking 

Policies and Procedures:

  • Plan for and participate in the interpretation and adoption of HUD policy changes, as well as the HIC’s Written Standards and other locally instituted policies, including program descriptions, program standards, forms, and other tools to facilitate compliance of each program
  • Develop training materials, guides, and overviews on HUD regulations for subrecipients and partners
  • Participate in the development and implementation of locally adopted strategies, including related governing documents, to create a responsive, effective, and successful homelessness response system
  • Develop new methods for improving the efficiency of Grant Coordinator tasks, including suggestions for time management, assignment of duties, or team improvements 

Program Compliance: 

  • In response to HUD and other compliance monitoring of IHFA’s grant programs, carry out necessary corrective actions and produce supporting documentation required by the monitoring agency
  • Work with IHFA’s Compliance department to assist in monitoring of subrecipients and developing related monitoring materials
  • Perform annual subrecipient risk assessments on all programs and coordinate with the Compliance department to inform them of risk assessment results

Teamwork: 

  • Participate productively with the Homelessness Department and contribute to team success and goal achievement by supporting guidance from the Homeless Programs Manager and SNAP Supervisor

May perform other additional duties and responsibilities as assigned.

Requirements

Position qualifications required are the following: Education and/or Experience

  • Two plus years’ experience working with grants and managing projects; and/or
  • Four-year degree from an accredited university 

Qualifications; 

  •  Requires demonstrated success in managing projects, providing technical assistance for specialized activities and heavily regulated programs
  •  Must have the ability to interpret and communicate federal regulations and administer complex programs efficiently and in compliance with federal requirements
  • Requires excellent interpersonal skills, ability to communicate effectively, both orally and in writing, and experience in developing policies and procedures
  • Demonstrated ability to provide successful training and technical assistance on complex program regulation, policy, and grant administration
  • Must be able to travel up to 25% of the time
