Summary: The Grant Developer actively identifies and assess the feasibility of supplementary funding from government, private foundation and business sources for a broad range of innovative, high-priority programs that align with the vision, mission, goals and strategic plan of Charlotte-Mecklenburg Schools. The individual also builds capacity and supports school and district staff to develop and manage grant proposals. He or she works collaboratively with department and school staff to ensure the timely and appropriate expenditure of grant funds in accordance with grant proposal and funding source requirements. Also reviews performance reports prepared by grant managers and/or outside evaluators.

Essential Duties: (These duties represent a sample and may vary by position.)

Actively identify and evaluate request for funding opportunities to ensure clear alignment with the district's strategic priorities; analyze funding agency's requirements and anticipate the district's competitive position for each opportunity.
Meet with the districts Senior Leadership Team, directors, and key staff to discuss program plans and lead the development of strategies for soliciting grant funds; direct cross-functional teams in long and short-range planning for new and enhanced programs and services; provide assistance with setting project goals, objectives, timelines, budgets, evaluation and sustainability plans.
Support the development of grant related strategic partnerships with business and industry, educational institutions, economic development and community-based agencies to write joint proposals that benefit CMS; facilitate external grant related partnership meetings; lead grant partnership development activities, establish roles, duties and contributions; draft agreements, subcontracts and other documents.
Manage the grant development activities including writing, editing, reviewing, and obtaining senior staff and/or board approval for grant proposals submitted by the district.
Create and/or gather supporting documents such as job descriptions, resumes, curriculum vitae, organizational charts, bibliographies, table of contents, and other required forms.
Serve as a liaison between project manager, granting agency, and the Finance Office in the preparation of grant proposal budgets; compile complex budget spreadsheets in a variety of formats; and prepare comprehensive budget justification narratives.
Prepare and compiles components of each grant submission, ensuring that the proposal is formatted, packaged, and submitted in accordance with granting agency requirements.
Work closely with the Finance Office, grant managers, and financial secretaries to continuously monitor grant spending and ensure that budgeting and administrative policies, procedures, and agency requirements are being followed; inform granting agency of any administrative and budget changes occurring during the grant award period.
Work with the Office of Equity and Accountability and other departments to communicate quantifiable data as needed for grant development and reporting.
Collaborate with the Office of Equity and Accountability staff to comply with evaluation plans, for grant programs.
Serve as a liaison to partnering agencies for data request, external research request, program and service evaluation request, etc.
Respond to inquiries from school-based and central office personnel regarding funding opportunities, grant development, and grant management including spending, evaluating, and reporting.
Create grant-related correspondence such as Grant Alerts, Newsletter, social media postings, Letters of Intent, Letters of Support, Memorandums of Understanding or Agreements, etc. for school- based and central office staff.
Maintain the required records, files, reports, databases and resource materials pertinent to grant activities to ensure compliance with all pre and post grant policies and procedures with federal, state, and local regulations.
Serve as a point of contact and maintain relationships with external organizations including but not limited to government, foundation, business and industry, educational institutions, economic development and community-based agencies to build allegiance.
Develop and lead grant-related professional development for district and school-based personnel; develop resources and templates for grant writing and management, and coordinate guest speakers from funding agencies.
Perform a variety of administrative support activities to ensure the districts grant proposal requirements are met in a timely manner.
Perform special projects and other duties as assigned
Education and Experience:

Minimum Bachelor's Degree preferably in English, Communications, Education or a related fiels
Three years experience using word processing programs (i.e., Word), database programs, Excel, and/or equivalent
Three years experience developing and/or managing grants and/or budgets
Preferred Five years experience in successful grant writing in an educational setting
Three years experience using online web portals to download and submit federal, state, local and foundation grant applications and reports.
Knowledge / Skills / Abilities: Excellent writing and editing skills
Ability to develop budgets and budget narratives
Willingness to accept feedback on writing and communication
Strong interpersonal and communication (oral and written) skills
Ability to present information to small and large groups
Ability to relate to, work with and communicate effectively with individuals, groups and the public
Demonstrated ability to work as a contributing team member
Strong organizational skills
Flexibility in adjusting priorities, schedules and responsibilities; shifting quickly from task to task; and working under the pressure of deadlines
Self-motivated, self-starter and able to maintain workload with minimal supervision
Ability to manage multiple tasks simultaneously and prioritize workload
Ability to analyze problems, conceptualize alternate solutions, and make recommendations in support of goals
Ability to consistently maintain confidential information
Knowledge of system-wide and school organization
Ability to interpret and apply pertinent federal, state and local policies and procedures

Physical Requirements: The work is primarily sedentary. It requires the ability to communicate effectively using speech, vision and hearing. The work requires the use of hands for simple grasping and fine manipulations. The work at times requires bending, squatting, reaching, with the ability to lift, carry, push or pull light weights. The work requires activities frequently involving driving automotive equipment.
