Position Summary
 

This position is a principal position in planning for costs associated with the development of plans, strategies, and mandates articulated in Homeland Security President Directive – 8; National Incident Management Systems; and mandates set aside by federal, state and local governments. This position monitors and supervises the monitoring of grants compliance, and policy documents such as mutual aid agreements, and other documents of agreements. This position is a pivotal position in the administration of the Approved Equipment List and its execution within the jurisdictions.

 

Pay Grade: 51

Salary Commensurate with Experience and Education
 

 

Minimum Qualifications

 

  • Four (4) years of experience in an increasingly responsible administrative/management
  • capacity; AND
  • Bachelor’s degree in public or business administration, Accounting, Finance, Education; or closely related field; OR 
  • An equivalent combination of education and/or experience. 
  • PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED.

 

Duties and Responsibilities

 

  • Coordinates all grant financial transactions including invoice billing, contract payments, purchasing, and service agreements.
  • Assists management with the preparation of all contracts, amendments, resolutions, agreements, and selected contract proposal as required.
  • Assists management with preparation of budget allocations for all grants and monitors all grant contracts for state/federal revenue received.
  • Coordinates required monthly and quarterly financial reports and submits to state agencies in a timely manner.
  • Ensures grant compliance with organizational policies and procedures by preparing expenditures for financial reporting.
  • Coordinates grant activity reports for semi-annual and year-end closing.
  • Assists consultants, internal and external auditors on annual or scheduled site visits.
  • Coordinates the public assistance program with FEMA and local jurisdictions when a disaster is declared.
  • Assists Shelby County recipients along with FEMA staff in writing project worksheets.
  • Assists Shelby County recipients along with FEMA staff in writing project worksheets for Public assistance.
  • Reports quarterly to the State of Tennessee for each Shelby County recipient receiving public assistance post disaster.
  • Processes and submits GARF’s for the Public Assistance Grants.
  • Collects information to provide a paper trail in the Emergency Operations Center during activations to ensure guidelines are followed for eligibility of reimbursement.
  • Participates in the development of plans related to financial tracking and logistical recordkeeping in the all-hazards incident environment.
  • Searches, writes, and submits grant proposals.
  • Performs other related duties as required or directed.

  • Ability to plan, organize, and maintain an even flow.
  • Knowledge of data collection and statistical.
  • Ability to interact courteously with public.
  • Ability to exercise good judgment in evaluating situations making decisions.
  • Ability to communicate effectively orally and in writing.
  • Knowledge of public transportation.
  • Ability to provide information to assist in budget.
  • Ability to research and investigate any balances on payments received by vendors or status on unpaid 
  • invoices. 
  • Knowledge to develop and prepare resolutions, line transfers, journal entries, and the like. 
  • Ability to evaluate and review requisitions periodically ensures proper coding. 
     

Physical Requirements 

 

  • Must be able to lift and carry objects such as portable equipment weighing up to 50 lbs. 
  • Must be able to climb ladders and work at heights up to 15 feet above 
  • ground. 
  • Must be able to drive a 3/4-ton truck, van.

Shelby County Resident Disclaimer  

All employees hired after September 1, 1986, must be residents of Shelby County and shall continue to reside in the County as a condition of their employment.  The residency requirement shall not apply to certain public safety/civil service employees.  This means exemption from this policy is in effect for the following departments and positions: (1) Sheriff Deputy Patrol Officers, Deputy Jailers and Dispatchers, employed by the Sheriff Department, (2) Correction Officers employed by the Division of Corrections, (3) Firefighters, Paramedics and Dispatchers employed by the Shelby County Fire Department.  The residency exemption for public safety/civil service employees does not include Appointed positions with Sheriff’s Office, Division of Corrections or the Fire Department.
