Description of Work

If you have grants management experience and want to make a meaningful impact on North Carolina youth, families, and public safety, the Juvenile Justice Grants Manager position is for you! In this role, you will lead grant activities that advance the Division's strategic priorities and secure critical resources that support programs across the state.

The incumbent will be expected to take a proactive, big-picture approach to grant development, seeking out opportunities aligned with Division needs and coordinating closely with Division leadership and leadership and staff across the Community Programs, Court Services, and Facilities sections. This includes researching funding opportunities, writing and editing grant applications, ensuring adherence to federal requirements (including reporting), managing budget processes, facilitating compliance edits, and shepherding required documentation. A key part of this role is building the capacity of individual grant leads across sections, strengthening internal processes, clarifying grant-specific expectations, and supporting staff to navigate the complexities of grant implementation. Because this position touches multiple sections with unique priorities, success requires someone who can balance multiple interests, foster collaboration, and maintain strong working relationships.

This position offers significant autonomy, frequent collaboration with subject-matter experts, and room for creative problem-solving. The ideal candidate is a detail-oriented project manager who can logically link needs to funding sources and apply resources in ways that drive positive change.

This position sits in the Analysis, Research, and External Affairs (AREA) section. AREA's primary purpose is to ensure unified efforts and messaging across the Division of Juvenile Justice and Delinquency Prevention in support of the Division's strategic priorities. Through technical expertise and a customer-service orientation, AREA convenes and communicates with staff, stakeholders, partners, and the public to ensure that budget priorities, grants and research, policy, and special projects are directed towards shared goals and targeted outcomes. AREA performs or facilities analysis of programs, services, and policies; creates strategic partnerships with educational and research entities; seeks out and creates proposals for grant funding; creates and trains staff and stakeholders on business analytic resources; and produces or coordinates JJDP legislative reports and research briefs. AREA also coordinates Prison Rape Elimination Act (PREA) activities and manages juvenile records requests.

Knowledge Skills and Abilities/Management Preferences

This position is located at the DPS Juvenile Justice - Central Office located in Raleigh (Wake County), NC.

DPS uses the Merit-Based Recruitment and Selection Plan to fill positions subject to the State Human Resources Act with the most qualified individuals.

The Minimum Education and Experience (E&E) is REQUIRED to qualify for this position. Management Preferences, including Knowledge, Skills, and Abilities (KSAs), are not required but may be used to determine the pool of most qualified applicants. Managers may also choose to interview/select applicants who demonstrate Management Preferences.

Management Preferences - (These skills are not required but managers may choose to interview/select applicants who demonstrate Management Preferences.)

  • Extensive knowledge of North Carolina government, juvenile justice, and/or relevant policies, with experience translating complex policies and/or procedures for multiple audiences. 
  • Strong expertise in the full grant lifecycle from proposal through closeout, and/or knowledge of diverse funding sources. 
  • Skilled in financial management and budgeting, and/or supporting complex projects through evidence-based decision-making. 
  • Effective relationship builder and/or communicator with experience engaging diverse stakeholders and/or conveying complex information clearly. 

Work Schedule:

This is a full-time position. Monday - Friday, 8AM - 5PM OR four 10-hour days. Occasional overnight and conference travel.

Transcripts

Military Experience

Bachelor’s degree in sociology, psychology, political science, business administration, or related field, from an appropriately accredited institution and four years of experience in social work, public administration, or a field directly related to the specific program assignment; or an equivalent combination of education and experience.
