Idaho Housing and Finance Association is seeking a HAF Quality Assurance Lead to join our Homeowner Assistance Fund (HAF) program team. In this role, you will be responsible for monitoring and evaluating the accuracy and integrity of program processes, ensuring compliance with federal and internal guidelines. You will work closely with team members and stakeholders to identify trends, recommend improvements, and maintain the highest level of program performance. Your efforts will help ensure that eligible homeowners receive the support they need to remain in their homes through effective and compliant program delivery.

In this role, you will be responsible for the following: HAF QA Review:
Oversees QA Team to ensure accuracy.
Review pre-approved HAF files to ensure completeness and accuracy
Ensure file meets all program requirements
Review documentation to ensure processor has documented everything
Be able to identify files that require escalation or supervisor review and seek out supervisor assistance
Use QA checklist to review files and document said review and all correspondence within the application portal
Correspond with applicants/staff/vendors to obtain/verify documentation
Field questions from applicants regarding policies and procedures and applicant approval
Submit requests for legal and vesting
Create Note and Deed of Trust
Order and follow through on Notary Services
Monitor and ensure payment requests and payee information is uniform and consistent
Review and approval of payments
Notification of file status
Communication/Professional Development:
Ongoing communication with HAF team to ensure files are being processed according to IHFA policies and procedures
Participate in team meetings and trainings on an ongoing basis
Reach out to supervisor with any questions
Ensure accurate documentation of HAF files
Follow privacy policies for working with Personally Identifiable Information and sensitive information
Adhere to retention protocols and requirements
Customer Service:
Respond to applicant, servicer and vendor inquiries in a courteous, complete and clear manner
Represent the Association and the program in a professional manner internally and externally
Work cooperatively with partner organizations and other business units with IHFA
May perform other additional duties and responsibilities as assigned.
Requirements
Position qualifications required are the following:
A Bachelor's degree in a related field from an accredited college or university is preferred but will consider equivalent experience
Demonstrated knowledge of the regulations, policies and procedures governing various federal assisted-housing programs
Experience in use of budgets, federal grant administration, productivity monitoring, training on program policies and procedures, and partner relations
Ability to plan, organize, assign and review work activities, follow instructions, meet deadlines, and organize work effectively
Ability to identify critical path barriers and process improvements
Ability to identify training needs among personnel
Ability to communicate effectively, both orally and in writing
Ability to prepare reports, studies and correspondence
Ability to establish and maintain effective work relationships
