The HCV Manager will play a crucial role in managing and overseeing the day-to-day operations of the Housing Choice Voucher (HCV) Program. This includes supervising a team ensuring compliance with federal and state regulations and delivering excellent customer service to stakeholders.

The ideal candidate will have a strong background in housing programs, project management, and a commitment to providing equitable access to housing for vulnerable populations. We are looking for a person with an upbeat personality, a collaborative mindset and who is comfortable working with a diverse variety of cultures and viewpoints. This is fast-paced, client focused work applying technical knowledge of a federal program in Snohomish County.

Requirements

Required Education and Experience

Education: A bachelor's degree from an accredited college in Business, Community Development, Public Administration, Human Services, Social Sciences, or a related field. May substitute an additional four years of relevant work experience for the required degree.

Experience: Two (2) years of progressively responsible rental assistance or program management experience, including at least one (1) year in a supervisory or management capacity.

Required Knowledge, Skills, and Abilities

• Federal and local housing, community service and supportive service programs
• Principles and practices of supervision and training
• Interpersonal skills using tact, patience, and courtesy
• Verbal and written communication skills
• Development of policies and procedures; budgets; and data reports
• Best practices for superior customer service and quality assurance
• Reading, understanding, and applying Personnel Policies and union contracts
• Work independently in a non-structured setting with minimal supervision
• Manage time and tasks efficiently with limited supervision
• Train, supervise, and evaluate employees
• Prepare comprehensive reports
• Develop forms and maintain historical record of documents
• Audit work of others to ensure accuracy and completeness
• Work professionally with co-workers, clients, landlords, social service agencies, HUD employees and the public
• Speak and understand English and follow oral and written directions
• Develop and apply training modules
• Perform basic math skills including addition, subtraction, multiplication, division, fractions and percentages
• Proficiently use computer programs (Outlook, Word, Excel, and specialized software programs)
• Develop letters, memoranda, reports, leases and legal papers using grammatically correct English
• Focus on details
• Driving a vehicle

Licenses and Other Requirements

• Valid Washington State Driver's license or ability to obtain one within 60 days and good driving record;
• Nan McKay or equivalent Certification in Housing Choice Voucher Program Management required, or ability to obtain certification within 12 months.
