Job Description - Head Estimator - Underground Utilities / General Engineering

We are seeking a highly experienced Head Estimator with a strong background in underground utilities and general engineering construction to lead preconstruction and estimating efforts across projects in the Los Angeles area.

This role is responsible for overseeing all estimating operations, developing competitive bid strategies, mentoring junior estimators, and ensuring accurate cost projections for public works and private civil infrastructure projects. The ideal candidate brings deep expertise in wet and dry utilities, site development, and municipal infrastructure within Southern California.

Key Responsibilities

  • Lead and manage all estimating activities for underground utility and general engineering projects
  • Prepare detailed cost estimates for water, sewer, storm drain, fire line, gas, electrical, and dry utilities
  • Review project plans, specifications, geotechnical reports, and bid documents
  • Perform quantity takeoffs for excavation, trenching, shoring, backfill, paving, and site work
  • Solicit and evaluate subcontractor and supplier pricing
  • Develop competitive bid strategies for public works and negotiated projects
  • Analyze labor production rates, equipment costs, and material pricing
  • Identify risk factors and value engineering opportunities
  • Collaborate with Project Managers and Operations teams during bid handoff
  • Track bid results, market trends, and cost data for continuous improvement
  • Mentor and oversee junior estimators and preconstruction staff
  • 7+ years of estimating experience in underground utilities or heavy civil construction
  • Strong background in general engineering and public works projects
  • Proven experience preparing estimates for municipal and infrastructure projects in Southern California
  • Ability to read and interpret civil drawings, utility profiles, grading plans, and specifications
  • Advanced knowledge of excavation, trench safety, shoring systems, and utility installation methods
  • Experience with estimating software and takeoff platforms (e.g., Bluebeam, HCSS, Agtek, or similar)
  • Strong understanding of labor productivity, equipment costing, and subcontractor scope analysis
  • Excellent analytical, organizational, and leadership skills

Preferred Qualifications

  • Experience bidding projects for City of Los Angeles, LA County, LADWP, or Caltrans
  • Background working for a general engineering contractor
  • Civil Engineering or Construction Management degree (preferred but not required)
  • Strong local subcontractor and supplier relationships
