Job Description - HEALTH POLICY ANALYST I (ANALYST)

Main Purpose of Job
This position will support projects related to evaluating, analyzing, researching and\rdeveloping health care services, policies and programs for the Maryland Medicaid program.\rThis position will represent MDH in external stakeholder meetings, internal program and\rstaff meetings, conference calls, and committee meetings related to health reform policy.\rThis position will support the implementation of Section 1115-authorized programs with the\rmonitoring and evaluation of existing programs, and by conducting research and analysis\ron proposed health services and its impact on access, quality and cost. The position will\rassist in program design, implementation and evaluation within the Medicaid programs and\rmake recommendations for coordination of all system and regulation changes across the\rmany entities in partnerships with MDH. This position will write reports summarizing\rresearch and evaluation related to waiver-related programs, conduct policy and data analysis,\rfiscal impact studies, state and federal legislation analysis, program quality evaluation,\rprovider network adequacy evaluation and other duties as assigned.\r\r\rThis position is eligible to perform its duties via remote telework 80% or as otherwise\rpermitted by the appointing authority. Permission to telework is subject to the discretion of\rthe appointing authority and can be terminated at any time as outlined in the telework\ragreement.\r
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree from an accredited college or university.\rExperience: One year of experience evaluating, analyzing, researching and developing health care services, policies and programs.\rNote:Candidates may substitute the possession of a Master's degree in Health Sciences, Health Care Administration, PublicHealth, Public Policy or closely related field from anaccredited college or university for the required experience.\r
DESIRED OR PREFERRED QUALIFICATIONS
The desired candidate should possess the following:\r\r\r\r

Experience with Health Policy\r

Experience with writing, research, and project management\r\r\r\r
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.\r
