Job Description - Health System Specialist Intern

Summary

The Health System Specialist will be responsible for managing a short-term project over a ten (10) week period, June 2, 2024 - August 9, 2024 in support of the Midwest Consortium's Office of the Director. The Health System Specialist applies analytical and evaluative methods and techniques for assessing the effectiveness, efficiency, and compliance of key program processes and makes recommendations to leadership for improving policies, processes and procedures
Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/15/2024. Individual Occupational Requirement: To meet the basic qualification of the 0671 Health System Administration Occupational Series: Possess an undergraduate or graduate level degree with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration; OR, Possess progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: missions, organizations, programs, and requirements of health care delivery systems; regulations and standards of various regulatory and credentialing groups; and government-wide, agency; and facility systems and requirements in various administrative areas such as budget, personnel, and procurement; OR, Completed an agency-sponsored on-the-job training program that was a formal individualized training plan within a health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. *Proof of successful completion of an agency-sponsored on-the-job training program is required. In addition to meeting the Individual Occupational Requirement (IOR), you may qualify based on your experience and/or education as described below: GS-09 Experience and/or Education: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: : in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: You must have at least one (1) full year of specialized experience, equivalent to the next lower grade level (GS-7) in Federal Service, that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of a Health System Specialist, and includes performing duties associated with healthcare programs or healthcare administrative functions. Qualifying specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory groups; and (3) Government-wide, agency, and facility systems and requirements in various healthcare administrative areas such as budget, personnel, and procurement. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a masters or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree, OR, a related LL.M or J.D to the work of the position. Combination Experience/Education: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one (1) year of graduate education. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first year of graduate education). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify. You may qualify based on your experience and/or education as described below: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Duties

"The U.S.
is divided into eighteen Veterans Integrated Service Networks, or VISNs - regional systems of care working together to better meet local health care needs and provides greater access to care.
The Midwest Consortium (MidCon) is comprised of VISNs 10, 12, 15 and 23 which includes thirty-four Medical Centers delivering care to over 1.8 million Veterans.The major duties of the Health System Specialist include, but are not limited to: Utilizes data and reporting tools to develop health-planning service line strategies impacting the operations of components of medical centers, network offices, and/or VHACO program offices.
Analyzes data trends in budget and fiscal expenditures supporting the preparation and execution of budget and committee meetings for identified components within the whole organization.
Researches laws, regulations, and policies related to budget and fiscal administration displaying knowledge of service line or component operations within the health care system or oversight office.
Participates on project teams in lead or support roles identifying and improving operational processes impacting service lines or components of the VA health care system or oversight office.
Displays knowledge of VA priorities and mission statements to recommend improvements to policy and procedures related to service line budget and administrative processes.
Observes, analyzes, and reports under professional service direction the areas of discipline, rewards and recognition, reassignment, staff adjustments and realignments, labor/management relationships, affirmative employment, and alternative dispute resolutions and grievances to understand processes for conducting projects and studies.
Performs rotations and on-site visits to make recommendations to the issues and opportunities present at the Network and other VA/VHA facilities and program offices.
