Job Description - Health TPM Manager



Introduction

University Research Co., LLC (URC) is seeking a Health TPM Manager for U.S. Government-funded independent monitoring and verification activities in Haiti. The Health TPM Manager will be a member of the Haiti IMVA technical team and will lead the planning, coordination, and execution of third-party monitoring (TPM) for the project's health portfolio.

Reporting to the TPM Lead, the Health TPM Manager will work closely with the Chief of Party, GIS & Data Manager, Humanitarian TPM Manager, field teams, and other project staff to ensure high-quality health facility monitoring, verification of activity and performance data, beneficiary and stakeholder feedback, and timely reporting to the U.S. Department of State (DoS).

 

Position Objective

The main objective of this full-time position is to lead and manage the Haiti IMVA project's health TPM function and ensure that monitoring activities generate timely, reliable, and actionable evidence on health service delivery, activity implementation, indicator accuracy, beneficiary experience, and issues requiring follow-up.

 

Specific Tasks

The Health TPM Manager will be responsible for the following key tasks:


  • Lead the planning, coordination, and execution of TPM activities for the Haiti IMVA health portfolio in accordance with URC and DoS requirements.

  • Prepare and adapt health TPM scopes of work, verification checklists, facility observation forms, service register review tools, spot-check forms, indicator verification matrices, key informant interview guides, and beneficiary and community interview tools.

  • Plan and coordinate health TPM missions, including site selection, scheduling, field team assignments, logistics, access coordination, and field readiness.

  • Maintain current tracking of planned, completed, postponed, and outstanding health TPM activities, findings, evidence gaps, follow-up actions, and closure status using the project's TPM Tracker and related systems.

  • Liaise with implementing partners, health facilities, local subcontractors, government counterparts, community leaders, and other stakeholders to facilitate monitoring access, coordination, and information sharing.

  • Train, brief, and supervise field monitors and supervisors on health TPM methodologies, data collection tools, verification protocols, research ethics, safeguarding, and quality assurance requirements.

  • Oversee field implementation and apply quality control procedures to health monitoring data and evidence, including completeness checks, data cleaning, validation, reconciliation, and verification against available source documentation.

  • Lead triangulation of evidence from facility observations, service registers, interviews, beneficiary feedback, implementing partner records, and other available sources to determine verification status and identify issues requiring follow-up.

  • Coordinate with the GIS & Data Manager to ensure that health monitoring data are accurately captured in project databases, dashboards, maps, and portfolio monitoring tools.

  • Draft and review health TPM products, including flash reports, field mission summaries, issues tracker entries, TPM reports, data summaries, and other inputs to project and DoS reporting, ensuring accuracy, clarity, and timeliness.

  • Maintain and follow up on health-related findings, discrepancies, recommendations, and unresolved evidence gaps through documented resolution or closure.

  • Contribute to quarterly and other periodic site prioritization exercises using monitoring history, health program risk, previous findings, accessibility, geographic coverage, and other relevant factors.

  • Analyze recurring findings and trends across health facilities, implementing partners, indicators, and geographic areas and contribute to project learning and adaptive management discussions.

  • Contribute to Haiti IMVA work planning, periodic reporting, technical coordination meetings, and DoS briefings related to the health portfolio.

  • Perform other health TPM and technical management duties as assigned by project leadership.


Required Qualifications


  • Master's degree in public health, medicine, epidemiology, monitoring and evaluation, development studies, social sciences, or a related field. An equivalent combination of education and relevant experience may be considered.

  • At least 8 years of relevant professional experience in monitoring and evaluation, public health, health systems, research, or international development, including substantial experience in Haiti.

  • Demonstrated experience planning and managing field monitoring, verification, assessment, or evaluation activities in the health sector.

  • Strong knowledge of health program monitoring, health facility operations, service delivery data, routine health information, indicator verification, and review of registers or other source documentation.

  • Experience developing and applying data collection and verification tools, including facility observation forms, interview guides, checklists, and indicator verification matrices.

  • Experience supervising and training field teams and applying data quality assurance and verification procedures.

  • Strong analytical and report-writing skills, with demonstrated ability to synthesize qualitative and quantitative evidence into clear findings and actionable recommendations.

  • Experience with digital data collection and analysis tools such as KoboToolbox, Excel, SPSS, or similar platforms.

  • Knowledge of research ethics, data protection, confidentiality, and responsible handling of health information.

  • Experience working with U.S. Government-funded, donor-funded, or international development programs is strongly preferred.

  • Professional proficiency in French required. Strong English proficiency for technical coordination and reporting required. Haitian Creole is strongly preferred.
