HealthConnect Program Manager

HealthConnect is a community-based program operated by United Way of Dane County that helps Dane County residents afford health insurance by paying the premiums of health plans they purchase through the Health Insurance Marketplace (Healthcare.gov). We partner with local healthcare leaders and insurance providers to help families receive access to high-quality healthcare. This program was the first of its kind in the country and is one of the largest to date. 

This position works within the Community Impact department and is assigned to United Way of Dane County’s 211 team. 211 is a three-digit phone number that connects callers with free, confidential information and referral services. 211 is the central access point for people in need, where we connect them with resources to address multiple social service issues. 211 is comprised of the Call Center and Resource Management teams. HealthConnect and 211 work together in connecting people with resources to improve their lives.

Purpose of Position

The roles and responsibilities are twofold, focused on managing and promoting the HealthConnect program and partnering with 211 to advance the mission of connecting people with resources. This position manages the day-to-day administration and customer service of the HealthConnect program in order to advance United Way of Dane County’s goal of reducing racial and health disparities. Additionally, this position works with 211 in providing services through the call center and curation of the resource database. This position provides education and outreach for the HealthConnect program to increase enrollment in the program. Finally, this position ensures people are connected to the appropriate enrollment resources for health insurance through HealthConnect, 211, and other programs.

Key Responsibilities 

50 % HealthConnect Administrative & Customer Service Support

• Manage all customer enrollment, termination and billing, communication to HealthConnect clients about applications, enrollment, status and information about the Marketplace, health insurance, etc.
• Customer service contact and connect with Marketplace staff regarding program updates, changes, applications, enrollments and eligibility.
• Work with Insurer staff related to applications, approval, enrollments, payments and terminations.
• Collect required and confidential HealthConnect enrollment, termination and billing data and enter it into Vision Link (database/software).
• Update enrollment records.
• Update billing records.
• Billing – providing information needed for United Way to approve Insurer billing
• Conduct surveys to assess HealthConnect impact and customer satisfaction.

35%  211 Call Center 

• Work with 211 Program Managers to align HealthConnect and 211 objectives.
• Cover 211 call center shifts assigned.
• Assist with curation and entry of agency information in the 211 databases through formal/informal updates, research of resources and data classification. 
• Respond to agency inquiries and assist agencies in updating their information via phone, mail and website, etc.

10%  HealthConnect Education & Outreach 

• Staff outreach opportunities, i.e. service fairs, health insurance enrollment events, etc. (This may require outside of 1st shift working hours i.e. some nights and weekends).
• Connect with nonprofit agency partners and community organizations to educate individuals about HealthConnect.
• Knowledge of the Affordable Care Act (ACA) and Marketplace through webinars, in person training, research, etc.
• Create and Provide flyers and marketing materials to insurance partners and community organizations throughout the county as needed.

5%  Organizational Support

• Represent United Way in a professional manner to the community, key volunteers and donors.
• Be an integral part of the Community Impact Department team.
• Participate in organizational activities including attending key donor and community events, during and outside of regular business hours.
• Participate in organizational committees.
• Other duties as assigned.

Minimum Qualifications

• Associate degree or equivalent years of experience in customer or human service field required.  Bachelor’s degree preferred. 
• Highly effective written and oral communication skills. 
• Demonstrated ability to work well with diverse individuals and cultures in a professional manner. 
• High attention to detail, excellent organizational and time management skills. 
• Ability to build and manage productive relationships through an open, friendly and inclusive environment. 
• Strong project management skills, the ability to balance multiple tasks and meet deadlines.
• Ability to work both independently and as part of a team.
• Ability to be at a desk and on the phone for extended periods of time.
• Bilingual Spanish preferred.
• Valid Driver’s License.
• Ability to maintain confidentiality. 

Minimum Experience 

• Two-years experience in human services, customer service help lines, phone and assistance, or related field. Experience with health insurance billing claims is preferred.
• Proficiency of Microsoft Office computer system, including Microsoft 365, PowerPoint, word processing and spreadsheets, and the ability to learn data management platforms.
• Experience and ability to work in a fast-paced environment with strong organizational and interpersonal skills. 
• Utilization of databases and familiarity with data entry principles.
• Experience providing effective service to people experiencing high levels of stress. 

Work Schedule, Location, and Travel Requirements

• Full-time, salaried position (40 hours/week); FLSA Exempt.
• Core hours are Monday through Friday, 8:00 a.m. – 4:30 p.m., with flexibility required for early mornings, evenings, weekends, or holidays based on organizational needs.
• Primary work location is the Anderson United Way Center; hybrid/remote work eligibility is subject to the guidelines in the Employee Handbook.
• Local travel within Dane County is required for meetings, events, and community engagements; reliable transportation is necessary.

Salary Range

$45,700-$50,700 (based on experience). Along with salary, we offer a very generous employee benefits package. This position offers the options of health, vision, dental, life and disability insurance. United Way contributes 8% of gross wages to a defined contribution plan that is fully vested after 5 years of employment. and employees also have the option to contribute to a 403b plan. We offer our employees a good amount of paid vacation, sick and personal time off in addition to 10 paid holidays each year.
