DOTI’s Project Delivery Administration – Environmental (Wastewater) Division oversees an annual capital improvement program across storm, sanitary, and green infrastructure programs and projects. Our team’s core mission is to BUILD PROJECTS that increases safety, sustainability, and health to the people of Denver and the environment. We accomplish this through the planning, design, and construction management of major capital improvements citywide. We work as a team, value trust, equity, innovation, and recognition. The Construction Team within the Project Delivery Environmental team (Wastewater) is comprised of 15 highly specialized staff members with the responsibility of construction management, and inspection of $120M in active complex Heavy Civil Projects for the Department of Transportation and Infrastructure on an annual basis.
Our team has an immediate opening for a Senior Project Inspector. The position will be responsible for field oversite management, and inspections on small, medium and large sized heavy civil capital projects. Senior Project inspectors serve as the main point of contact and liaison for the City on project worksites, and coordinates the work of third-party utility companies, other City departments, other non-City agencies, contractors, sub-contractors, and impacted residents and businesses throughout the duration of the project. They are leaders within our group, providing mentorship to new inspectors and are subject matter experts with a vast knowledge of City processes and procedures, construction means and methods, job-site safety, and the Wastewater Standard Details and Construction Specifications.
As a Senior Project Inspector on the Project Delivery Team you will:
Act as a leader within our group and mentor new project inspectors and provide guidance on code compliance, contract compliance, payment procedures and interpretation of the Wastewater Standard Details and Construction Specifications.
Provide leadership in the field to ensure collaboration among contractors, utility companies, City departments, and stakeholders.
Serve as the main point of contact and subject matter expert for the City on project worksites, reporting field constraints and documenting resolutions.
Lead public relations and communications for citizens and businesses; facilitate preconstruction, construction, and worksite meetings.
Coordinate field operations with contractor superintendents and project managers throughout all phases of construction.
Review and process shop drawings, RFIs, invoices, material submittals, change orders, and contractor payment applications; verify quantities, costs, and compliance with contract requirements.
Manage project budgets and payment schedules by preparing Field Measurement Reports, tracking expenditures, and recommending modifications when necessary.
Participate in design review to evaluate plans and specifications for constructability, compliance, utility conflicts, value engineering, and safety; assist in contract negotiations and review of as-built drawings.
Perform comprehensive inspections of civil and structural components, including pipe, rebar, cast-in-place concrete, welds, joints, bolts, cables, coatings, and steel structures; oversee repair or replacement of non-conforming work.
Coordinate and witness testing of materials, soils, and concrete with independent laboratories; maintain QA/QC records and lab reports.
Inspect stored materials on and offsite to ensure quality and verify installation against approved submittals for payment eligibility.
Prepare and maintain detailed documentation of construction progress, including inspection notes, lab reports, change orders, daily work logs, and payment requests; track work in project management systems (e.g., Masterworks).
Ensure compliance with applicable codes, standards, and regulations; apply engineering quality control standards and conduct warranty reviews, punch lists, and final walkthroughs.
Promote jobsite safety and mitigate community impacts by coordinating traffic, access, and business continuity during construction.
What You’ll Bring
Our ideal candidate has some or all the following experience, skills, and characteristics:
Seven (7) years of progressive experience as a construction project inspector specializing in heavy civil construction.
Extensive experience as a project inspector in general contracting.
Extensive experience with underground infrastructure and systems
Strong background and understanding of heavy civil construction including knowledge of construction plans, specifications, contracts, permits, and applicable ordinances.
Extensive knowledge of open cut pipe, bridge, open water way construction and roadway construction.
Extensive work experience with construction contractors with skills in problem solving and conflict resolution.
Extensive work experience with internal and external stakeholders, including parks departments, utility companies, and property owners on projects.
Ability to make informed financial decisions that will impact schedules, budgets, and contracts.
Excellent problem solving and conflict resolution
Required Minimum Qualifications
Education requirement: Bachelor's Degree in Construction Management, Engineering, or a related field.
Experience Requirement: Three (3) years of experience in construction project management working on large and complex construction projects. (Positions will require experience in a specialized area).
Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post high school education. Additional appropriate education may be substituted for the minimum experience requirements.
License/Certifications: Requires a valid Driver's License at the time of application. Licenses and certifications must be kept current as a condition of employment.
