Job Description - Helicopter Flight Instructor

Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a Helicopter Flight Instructor, Position Description Number PDD2460000 and is part of the WY Army Aviation Support Facility, Wyoming Army National Guard. Responsibilities The position is responsible for providing instruction, evaluation and examination of rated pilots, instructor pilots and aero-scout observers in flying techniques and methods of instruction, examination and evaluation. Instruction involves basic and advanced techniques for flying aircraft using instruments. Incumbent is also responsible to the Facility Commander for all aspects of aviation/ground safety matters. (1) Serves as rotary wing Instructor Pilot (IP). Trains and evaluates aviators on basic and advanced flight techniques. (2) Performs preflight weather analysis, route and altitude selections, alternate airport selection, fuel, cargo and passenger load computations, selection of refueling stops, preflight inspections, flight plan filing, and firing ranges route planning/coordination. (3) Serves as rotary wing Maintenance Test Pilot (MTP) (4) Ensures flight crew proficiency and qualification records are standardized and kept current. (5) Maintains requirements and performs function of technical inspector for aircraft assigned. ** This is NOT an all-inclusive list of duties. ** Requirements Conditions of Employment KEY REQUIREMENTS: Primary consideration will be given to current WY ARNG military members. If required, additional areas of consideration certificates may be released to hiring managers. Open to US Army, Army Reserves, and Army Nat'l Guard military members only Must be assessed into WY ARNG before appt. May take up to 120 days. Officers and Warrant Officers not assigned to WYARNG must submit NGB Fm 62E. Must submit ORB or DA Fm 2-1 with application. Must possess or be able to obtain/maintain a T3/SECRET security clearance. May be required to successfully complete a trial period. Federal employment suitability as determined by a background investigation. A 10% Recruitment/Relocation Incentive MAY BE authorized, if eligible. Subject to funding and TAG approval. PCS is not authorized in lieu of incentives. Must be UH-60 Instructor Pilot Qualified. Must be Maintenance Test Pilot qualified (UH-60A/L or M) or eligible to qualify within one year. CONDITIONS OF EMPLOYMENT AND NOTES: Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT). Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses. Acceptance of a Technician position over 180 days will result in suspension or termination of these military incentives. Relocation expenses will not be paid by the Government unless noted in the Announcement. Military Technicians in the excepted service will wear the appropriate uniform while performing as a Technician. Veteran's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709(f). Instructor Pilot requires certification in the Instructor Pilot Course and maintain qualifications IAW AR 95-1, Flight Regulations. MTP requires either certification or attendance and successful completion of the Maintenance Test Pilot Course IAW AR 95-1, within 12 months of appointment. This is a Drug Testing Designated Position (TDP) under the Department of the Army Drug-Free Federal Workplace Program. Individuals not currently occupying a DoD TDP position must successfully complete a pre-appointment drug test prior to appointment. Must possess and continue to maintain a US Army Class II Flight Physical. Temporary Duty travel may be required. Qualifications TECHNICIAN INFO Type of Appointment: Permanent Tenure: Group 1 or 2 Work Schedule: Monday - Friday, 7:00 am - 4:30 pm FLSA: Exempt Telework: The duties of this position require primary physical presence. Situational telework may be considered on a case-by-case basis. Para/Line: 4621 / 030 Selecting Official: CPT Gurney AREAS OF CONSIDERATION: Primary consideration will be made from Areas 1, 2 and 4. If referrals are not made from the target category, subsequent referrals may next be made from Area 6 (if eligible). Area 1: All permanent and indefinite Wyoming National Guard (NG) WY ARNG employees assigned to the Army Aviation Support Facility. Area 2: All permanent and indefinite Wyoming National Guard (NG) T32 Dual Status technicians employed within the Wyoming Army National Guard. Area 4: All current M-day soldiers of the Wyoming Army National Guard. Area 6: Current military members of the US Army, Army Reserves, or other states' Army National Guard units or prior service members of one of those military branches. Must be willing/eligible to join the Wyoming Army National Guard as a military member prior to appointment to position. MILITARY GRADE Min: CW2 / O2/1LT Max: CW4 / O3/CPT DESCRIPTION OF WORK: Positions in this series involve piloting or co-piloting aircraft to carry out various operational programs and functions of the Army National Guard. The work provides ground and flight instruction and evaluation in aircraft piloting. The positions perform staff work concerned with planning, analyzing, or administering agency specific aviation programs, where the work requires primarily the application of pilot knowledge and skills. The Series encompasses all functions performed by rated pilots to conduct or directly support flying operations and training missions. EDUCATION REQUIREMENTS: Must have a high school diploma or general education development (GED) diploma. An undergraduate degree from an accredited college/university is optimum. Must have Federal Aviation Administration certifications awarded from accredited civilian aviation programs or must have aviation certifications from accredited military aviation schools. SPECIALIZED EXPERIENCE: Must possess at least two years specialized competencies in operating a UH-60 military helicopter, mission planning, and mission preparation. The applicant must have graduated from a UH-60 Instructor Pilot Course and a UH-60 Maintenance Test Pilot Course (or eligible to attend MTP course within 12 months of appointment to position). Experienced in aircraft troubleshooting, conducting maintenance test flights, and as a Technical Inspector. Experienced in performing as a Pilot-in-Command of UH-60 series aircraft. Competent in conducting or supervising the training of crew members in simple to complex mission specific tasks. Experienced in developing plans and policies, monitoring operations, and advising commanders. Knowledge is required in flight theory, air navigation, meteorology, flying directives, mission tactics, and operating procedures. Must be UH-60 Instructor Pilot qualified. Must be UH-60A/L or M Maintenance Test Pilot qualified or eligible to qualify within 12 months. NOTE: Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from (e.g., 02/2015 - 03/2017 or Feb 2017 - Mar 2017) dates and hours worked per week with description of your specialized experience on the resume. MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement. Must possess MOS 15A - Aviation or 153D - UH-60 Pilot DRIVER'S LICENSE: Must possess a valid driver's license. Education Must have Federal Aviation Administration certifications awarded from accredited civilian aviation programs or have aviation certifications from accredited military aviation schools.
