Summary

This is a professional position within the Allegheny County Department of Human Services (DHS), Office of Community Services (OCS), responsible for supporting the coordination of the Hello Baby Network of services. Hello Baby is intended to provide every family with a newborn access to information and resources and differentiated and intensive support for families with complex challenges and needs.

Essential Duties and Responsibilities

  • Supervises the DHS Hello Baby outreach team (see supervisory responsibilities for detail)
  • Manages the Hello Baby Centralized Outreach activities
    • Uses the Hello Baby data platform to manage incoming referrals daily and make case assignments to DHS Hello Baby Outreach team.
    • Regularly connects with the Family Care Connection Hello Baby Outreach team to provide support and recommendations with assigned cases.
  •  Manages marketing and communication initiatives:
    • Works with DHS leadership and key partners (e.g. Blender, OEE, Beverly’s PGH, etc.) to develop messaging, content, swag and collateral.
  • Manages website and social media platform: Regularly updates Hello Baby website with fresh content and manages content on Hello Baby Facebook page.
    • Tracks user metrics and adjusts as needed.
  • In partnership with the Hello Baby Program Manager, establishes and maintains hospital, pediatric, Healthy Start, Family Check Up and Family Center connections
    • Regularly touches base with hospital staff and key partners
    • Provides Hello Baby collateral materials, as needed.
  • Supports the Program Manager as needed on execution of the Hello Baby network:
    • Research DHS databases and provides details of family involvement for identified families as needed.
    • Discuss cases and updates data for rental assistance and childcare assistance requests.
    • Participates with supervisor in meetings with data warehouse developers to improve Hello Baby data platform.
  • Manages the Hello Baby Support Network convenings
    • In partnership with the Camden Coalition, coordinates monthly sessions including:
      • Planning Meetings with network members to prepare for each session
      • Promotion and registration
      • Post session debriefing.

Supervisory Responsibilities

This job position has supervisory responsibilities over the DHS Outreach Specialist team. The Program Coordinator is expected to exercise initiative, independent judgement and supportive direction in the supervision of these staff.

  • Provides technical assistance and individual supervision to staff.
  • Assigns deliverable job priorities and reviews work produced for quality and efficiency.
  • Verifies staff time and attendance for accuracy and approves staff time, schedules (vacation, sick, personal and compensatory time) and travel requests.
  • Prepares, completes and signs staff performance evaluations.

Additional Responsibilities

From time to time the employee will be required to perform additional tasks and duties as required by the employer.

Education/Experience Requirements

Master’s level degree in Early Childhood Development or Social Work with focus on children and youth or other related field, plus 1-3 years’ experience in a therapeutic setting working with children and families.

Bachelor’s degree in Early Childhood Development or Social Work with a focus on children and youth or other related field, plus 3-5 years’ experience in a therapeutic setting working with children and families.

-OR-

Any equivalent combination of education or experience that meets the required knowledge, skills and abilities.

-AND-

SFW Credential (or agrees to earn credential within the first year).

Certificates, Licenses, Registrations

Act 33, 34 and FBI clearances.

-AND-

LSW or related license preferred but not required.
