Job Description - Home & Community Services Director

JOB PURPOSE


 


Home & Community Services Director is responsible for leading and managing residential services, on- and off-site community programs, and personal care assistance. This role ensures quality service delivery, effective team performance, and operational compliance with internal standards and external regulatory requirements. The Director plays a strategic role in program development, staff training, data integrity, and fiscal oversight, aligning efforts with the organization’s mission and values.

MAIN DUTIES AND RESPONSIBILITIES



  • Leadership & Strategy

    • Provide visionary leadership to program managers and departmental staff.

    • Serve as a core member of the leadership team to support strategic initiatives.

    • Promote a culture of collaboration, accountability, and continuous improvement.



  • Operations & Compliance

    • Oversee day-to-day operations including budgets, resources, and staffing.

    • Ensure adherence to CARF and Department of Mental Health standards.

    • Implement Lean management principles to optimize efficiency.

    • Maintain program documentation, service delivery protocols, and billing accuracy.



  • Supervision & Staff Development

    • Hire, train, supervise, and evaluate program staff and managers.

    • Support and monitor staff performance through coaching and regular feedback.

    • Coordinate with HR to execute staff training plans and career development.



  • Communication & Collaboration

    • Serve as a professional liaison with families, community partners, and state representatives.

    • Maintain confidentiality and uphold the organization’s professional image.

    • Foster interdisciplinary teamwork across all levels of the agency.




Safety & Quality Assurance



  • Identify and address safety concerns promptly.

  • Uphold safety protocols and ensure a healthy work environment.

    • Foster a culture of innovation by challenging processes and seeking continuous improvements.

QUALIFICATIONS & SKILLS



  • High School Diploma or GED required; Associate’s/Bachelor's Degree in Social Work, Psychology, or a related field preferred.

  • 3–5 years of professional experience in human services or related field.

  • Proven experience in a leadership role, preferably in a Program Operations.

  • Strong financial acumen and budget management experience.

  • Excellent problem-solving, decision-making, and strategic planning and execution abilities.

  • Ability to lead, mentor, and develop high-performing teams.

  • Strong communication and interpersonal skills.

  • Knowledge of regulatory compliance and industry best practices.

  • Must be 18 years of age.

  • Must successfully complete a pre-employment background check and any subsequent background check after employment.

  • Must have a valid driver’s license and be able to obtain a Missouri Class E chauffeur’s license within 14 days of hire.

  • Successfully complete employment-related training as directed.



PHYSICAL REQUIREMENTS


 



  • Ability to stand, walk, bend, and lift for extended periods.

  • Capable of lifting/pushing/pulling up to 50 lbs.
