Title: Homelessness Services Manager

Basic Function or Position Summary:
Manage the provision of homelessness services to facilitate customer progress towards
self-sufficiency and economic security.
Pay rate is 33.77 per hour

Position Responsibilities and Specific Duties:
- Manage all functions of the emergency services program, including homelessness prevention, rapid rehousing, landlord relations, tenant education, and emergency shelter.
- Represent COI with the Chautauqua County Homeless Coalition and assists with the development of systems to coordinate services across the Coalition.
- Serves as HMIS administrator for the Chautauqua County Homeless Coalition, including report submission, account administration duties, and technical assistance to HMIS users
- Leads the Coordinated Entry team for the Homeless Coalition, coordinating service provision across multiple agencies
- Provide oversight of the Hope Haven Women’s Center, ensuring that 24/7 staffing levels are maintained and shelter regulations are adhered to at all times.
- Provide oversight of the case management and facility management of the COI Homeless Houses
- Responsible for maintaining and or exceeding all contractual targets and outcomes
- Strategic development of resources that support growth and impact
- Coordinate and work cooperatively internally with other divisions and with outside agencies to maximize available resources.
- Works with team on PR and recruitment strategies; community relations.
- Maintains current knowledge of and assures regulatory and procedural compliance, including landlord/tenant laws and Medicaid 1115 waiver services
- Develops and keeps procedures and protocols current; implements all agency management systems.
- Promotes agency wide integrated service delivery strategies
- Participates in the Chautauqua County Homeless Coalition and other designated Coalitions.
- Fosters positive relationships with peers, funders, licensors, staff, subcontractors and community partners
- Monitors identified service area budgets; assists Director to develop new or renewed budgets.
- Facilitates and participates in meetings as designated.
- Fosters ongoing, integrated, comprehensive service delivery model with other COI services
- Coordinates designated functions of the MOU and MOA process.
- Facilitates standardization of systems and processes within service area and division.
- Utilizes CAPSYS, data, and other tracking and measurement tools to monitor staff performance and service area outcomes; drive improvement and response to need in service area
- Promotes positive agency, division and service area image
- Other duties as assigned by supervisor.
Key Working Relationships:
A. Internal: Division Director, Finance staff, all divisional and program staff.
B. External: Federal, state and local government agencies, community agencies in both private and non-profit sectors, financial institutions, realtors, funders, vendors and customers.
Supervisory Scope:
A. Number of staff supervised: 2
B. Titles supervised: Case Worker Supervisor, Hope Haven Shelter Coordinator
Organizational Responsibilities:
- Attends appropriate in-services/trainings
- Attend all required meetings.
- Adheres to all policies and procedures
- Data collection, analysis, and reporting, including maintaining HMIS data quality standards
- Participation in all management systems and functions internally and externally
- Participates in organizational committee structures as appropriate
Physical:
- Ability to lift up to and including 10-25 pounds of physical effort
Knowledge, Skills Required:
- Two years of experience in housing or human services management required
- Two years of supervisory experience required
- One year of experience utilizing housing, health or human services databases required
- Bachelor’s Degree in Sciences, Business, Information Technology or Human Services required.
- Strong interpersonal, communication and customer relations skills.
- Strong computer skills, including word processing, data entry and spreadsheet in a windows environment.
- Goal oriented and strong attention to detail.
- Ability to develop and maintain & engage in positive relationships with people from various backgrounds.
- Knowledge of landlord-tenant relations.
- Ability to work both independently and cooperatively.
Special Requirements, if any:
- Valid Drivers license
- Ability to travel throughout the county
- Reliable transportation
- Authorized Driver of a COI vehicle
- Flexibility in work schedule
- Must be able to provide consistent even tempered customer service at all times
- Pre-employment physical exam and TB testing
- Ability to obtain and maintain physical exam annually
- Works compassionately with a diverse population
- Experience navigating community programs
