The Oregon Department of Land Conservation and Development (DLCD) announces new opportunities to join the Housing Division. This department is seeking applications for a new position created by the passage of House Bill 2138 in the 2025 legislative session. One of the primary responsibilities of this position includes co-leading an Oregon Administrative Rulemaking process directed under HB 2138 to establish reasonable siting and design standards regulating the development of middle housing, accessory dwelling units, single-room occupancies, and prefabricated dwellings. Outside of rulemaking, the position will support the implementation of Statewide Planning Goal 10 – Housing including providing support to local governments completing Housing Capacity Analyses or Housing Production Strategies and in administering the Housing Acceleration Program. The role will also serve as a key point of contact in the administration of grants and technical assistance to local governments throughout the state.
This recruitment may be used to fill other positions within the same classification.

Minimum Qualifications
A bachelor's degree in urban or Regional Planning, Public Administration, Social Science, Civil Engineering, Architecture, Economics, Geography or a related field AND three years of progressively responsible planning experience related to the job; OR
Note: A master’s degree in Regional Planning, Public Administration, Social Science, Civil Engineering, Architecture, Economics, Geography or a related field may substitute for one (1) year of experience.
Six years of planning experience related to the job; OR
An equivalent combination of relevant education, training, and experience.
