Job Description - Housing Manager of Mental Health Programs



Full-time


Description

The Housing Manager of Mental Health Programs is responsible for coordinating housing services, collaborating with area providers, oversight of the Housing Case Managers, and ensuring continuity of care for the Housing Programs. 

  • Provide daily supervision to Housing Case Managers by providing guidance, support, and feedback.
  • Complete daily duties of any Housing Case Manager who is off work for an extended period of time.
  • Fill all housing vacancies through appropriate database or other established referral process.
  • Complete all documentation required for the Housing Programs according to the guidelines, in a timely manner. 
  • Review all Housing Program admissions, ensuring all criteria is met and orientation packets are complete.
  • Be available via phone to support staff in the absence of the Housing Coordinator.
  • Work with Behavioral Health & Developmental Services, HUD, Westmoreland Casemanagement and Supports, other mental health providers and other human service providers for housing planning.
  • Coordinate all admissions to and discharges from the Housing Programs, including linkages with providers in the community.
  • Ensure the Housing Programs are operated in accordance with CSP principles.
  • Consult with the Housing Coordinator as needed, ensuring all admissions to the Housing Programs are appropriate.
  • Maintain compliance with HIPAA regulations to ensure participant confidentiality.
  • Conduct bi-monthly staff meetings in the absence of the Housing Coordinator.
  • Perform any and all other duties as assigned by the Housing Coordinator or VP of Behavioral Health Services.
  • Maintain accurate, and detailed Program documentation.
  • Represent the Program in the community and conduct public education on the Program 
  • Educate the staff on Westmoreland County community resources aimed at assisting persons with mental illness, as well as, other special populations.
  • Complete special project tasks assigned by the Housing Coordinator
  • Identify staff training needs and develop ongoing training for the Housing Program staff.
  • Collaborate with local providers, ensuring continuity of care.

Westmoreland Community Action is a non-profit organization that works to connect individuals and families to opportunities and resources throughout the community to improve their quality of life and help to reduce poverty in the community. This is accomplished through housing, counseling, support, education, intervention, collaborations, partnerships, information, referrals, and networking.

Our Housing Programs works with individuals and families in Westmoreland County to help remove barriers and disparities that hinder them from maintaining self-sufficiency. Our Housing Department offers a variety of housing and supportive services interventions ranging from emergency supplies, transitional housing, rapid rehousing, permanent supportive housing, systems navigation and street outreach.


Requirements

  • Bachelor’s degree with major course work in either sociology, social work, psychology, gerontology, criminal justice, counseling, education or a related field
  • One (1) year previous casework experience – preferably in the mental health field.
  • Direct experience in crisis intervention with the ability to assess crisis situations, respond by providing appropriate counseling, assist in resolving crisis situations and arranging for efficient referral and follow-up services.
  • Knowledge of of housing programs and experience working with individuals experiencing homelessness/housing instability is a plus.
  • Knowledge of counseling skills.
  • Knowledge of the components of family therapy is helpful.
  • Knowledge of dialectic and cognitive behavioral therapy is helpful. 
  • Ability to provide accurate written documentation of all crisis contacts.
  • Ability to work with all age groups in resolving crisis situations. 
  • Ability to work without direct supervision and maintain accurate, detailed case documentation.
  • Ability and willingness to work various shifts, and perform the duties specific to the Crisis Programs. 
  • Basic computer skills including proficiency with Microsoft Outlook, Word, and Excel.
  • Must be willing to travel throughout Westmoreland County.
  • Must possess a valid PA driver’s license, auto insurance, and a reasonably clean driving record.
  • Must be able to provide or able to obtain child abuse, state police, fingerprint-based criminal background check, and sex offender registry clearances.

Annual rate based on years of experience: $56,388.80 - $66,040.00 ($27.11 - $31.75 per hour).

REQUIREMENTS NECESSARY TO SAFELY PERFORM THE ESSENTIAL FUNCTIONS OF THE POSITION OF MANAGER OF HOUSING MANAGER OF MENTAL HEALTH PROGRAMS:

Physical requirements - Push/pull, lift/move up to 25 pounds.

Manual dexterity - Perform moderately difficult manipulation - typing, filing, writing.

Coordination - Perform tasks which require foot and/or hand/eye coordination - driving a car, typing data entry. Food preparation, laundry, housekeeping tasks.

Mobility - Walk, stand, sit for prolonged periods of time, drive.

Speech - Articulate with extreme accuracy - employee/client relations, phone contact.

Vision - Read small print, drive a car.

Hearing - Receive verbal instructions, answer phones, intercom, communicate with employees/clients.

Concentration - Able to concentrate on fine detail with some interruption.

Attention span - Able to attend to task function for more that 60 minutes.

Conceptualization - Able to understand and relate to theories behind several related concepts.

Memory - Able to remember multiple verbal and written task-assignments given at beginning of a period extending over long period of time.
