JOB TITLE: Housing Program Manager 

LOCATION: TBD

FLSA: 1 FTE Exempt (expectation to work 40 hours per week) 

SUPERVISOR: BHRN Program Manager 

Pay Grade: B12 ($71,800.00 - $108,400.00 annually, depending on experience)

DESCRIPTION

  

The Housing Program Manager is responsible for overseeing the development, implementation, and daily operations of housing services within the community behavioral health provider organization. This role ensures the successful delivery of housing assistance to individuals with behavioral health challenges, including those with mental health and substance use disorders. The Housing Program Manager will lead and supervise the Housing Program team, monitor program performance, manage resources, and collaborate with internal and external stakeholders to ensure comprehensive housing support for clients.

Provides supervision to Housing Assistance staff. Supervision will be provided in an individual and group format. The Housing Program manager will document supervision activities, which will be used to evaluate employee performance.

Supervision Received

This position is supervised by BHRN Program Manager.

KEY RESPONSIBILITIES

  

Program Development & Oversight:

  • Lead the development and implementation of housing programs that support individuals with behavioral health needs in securing and maintaining stable housing.
  • Design and monitor program goals, objectives, and performance metrics to ensure the program is effective and meet client needs.
  • Ensure that all housing-related services are compliant with local, state, and federal regulations, as well as the organization’s policies and guidelines

Team Leadership & Supervision: 

  • Supervise, mentor, and provide leadership to the housing staff.
  • Conduct regular performance evaluations, provide feedback, and ensure staff training and development opportunities.
  • Foster a team-oriented culture and maintain effective communication across all levels of the housing program staff.

Client Support & Advocacy: 

  • Oversee the delivery of housing assistance to clients, ensuring that services are tailored to meet the individual needs of each client, including housing placements, tenancy support, and resource connections.
  • Work closely with staff to assist clients in overcoming barriers to housing stability and addressing any behavioral health challenges that may impact housing success.
  • Serve as an advocate for clients, ensuring they have access to necessary community resources and services.

Program Compliance and Reporting: 

  • Ensure all program documentation, including client records and program reports, is accurate, confidential, and in compliance with regulatory standards.
  • Monitor and report on program performance, including tracking outcomes, identifying areas for improvement, and making necessary adjustments to program design or implementation.
  • Prepare reports for senior management and funding agencies, as required, to demonstrate program impact and ensure continued funding and support

Budget & Resource Management:

  • Oversee the program budget, ensuring resources are allocated efficiently to meet program objectives.
  • Ensure that financial controls and procedures are followed in all aspects of the housing program.
  • Work with senior leadership to advocate for necessary funding and resources to sustain and grow the program.

Collaboration & Stakeholder Engagement: 

  • Develop and maintain relationships with external partners, including housing authorities, landlords, service providers, and community organizations, to expand housing opportunities for clients.
  • Represent the organization in external meetings, conferences, and partnerships related to housing and behavioral health services.
  • Collaborate with other internal teams (e.g., Behavioral Health, Case Management, Social Services) to ensure integrated and holistic care for clients.

Other Duties: 

  • Stay informed of industry trends, best practices, and new policies related to housing, homelessness, and behavioral health to keep the program responsive to community needs.
  • Identify opportunities for program improvement and innovation, including the development of new housing initiatives or services to better serve clients
  • Other duties as assigned  

Requirements

QUALFICATIONS

Education and Experience

Bachelor’s degree in psychology or social work preferred or have three years of experience working in a social service field. Experience working in the housing field preferred. Able to pass a criminal history background check and have a current drivers license.

Must have excellent typing skills, have knowledge of basic office software programs and ability to effectively use such software. 

Must be able to communicate effectively in both written and oral formats. Must have the ability to present and exchange information internally across teams and co-workers, and externally with customers and the public. Information communicated ranges from routine/basic to complex and confidential information. 

Must hold a valid driver’s license and be insurable or carry insurance for client service purposes and for travel between business offices, the community, and to attend required meetings and/or trainings. Must pass all criminal history check requirements as required by ORS 181.536-181.537 and in accordance with OAR 410-007-0200 through 410-007-0380.

PHYISCAL DEMANDS

  

While performing the essential duties of this job, the employee is regularly required to use office automation including computer and phone system that requires fine manipulation, grasping, typing, and reaching. Position will require sitting for several hours reviewing reports and other written materials and talking on the phone. This position may occasionally be required to lift up to twenty (20) pounds. Incumbent will occasionally have to reach, bend, kneel and squat when adjusting equipment or retrieving supplies. 

This position will require frequent driving, often driving for up to 6 hours at a time. 

The position may require regular overnight stays, some of which will be two or more nights in a row. 

The employee should possess a valid driver’s license for vehicle travel between business offices and attend required meetings and/or trainings.

Work Environment 

Work is performed in an office environment and in many community settings. The noise level is usually moderate but occasionally may be exposed to loud noise such as raised voice levels and alarms. 

This position is exposed to the everyday risks or discomforts which require normal safety precautions typical of such places as an office (i.e., moving mechanical parts, airborne particles, and electrical shock).
