DEFINITION/PURPOSE:
Under general direction, provides professional-level analytical, operational, and technical support to the Housing Programs Department. Conducts research, analysis, and evaluation of housing program operations, policies, procedures, and regulatory requirements to ensure program effectiveness and compliance. Assists in the development and implementation of operational workflows, standard operating procedures, and workflow improvements; provides technical guidance to staff; and supports departmental planning, reporting, and special projects. This position serves as a department wide analytical resource responsible for evaluating program effectiveness, identifying operational improvements, and supporting strategic decision-making.
DISTINGUISHING CHARACTERISTICS:
This single-position professional analyst classification is responsible for evaluating and improving Housing Programs Department operations through research, data analysis, policy review, regulatory interpretation, and compliance activities. The classification emphasizes process improvement, policy development, operational support, and regulatory compliance. The position focuses on professional-level analysis, policy development, regulatory compliance, and operational improvement rather than direct program administration or formal supervision.
The incumbent serves as a resource to management and staff on HUD regulations, agency policies, and program requirements. Responsibilities include analyzing program operations, developing and updating policies and procedures, monitoring compliance, overseeing HUD reporting requirements and PIC submissions, preparing reports and recommendations, and supporting special projects and departmental initiatives.
The position also coordinates and reviews reasonable accommodation requests under Section 504 of the Rehabilitation Act, the Americans with Disabilities Act (ADA), and Fair Housing requirements. Duties include evaluating requests, reviewing supporting documentation, coordinating with participants and staff, preparing determinations, and ensuring compliance with applicable disability-related laws and regulations.
Work requires independent judgment, analytical skills, and knowledge of affordable housing programs, HUD reporting systems, regulatory compliance, and public sector operations.
SUPERVISION RECEIVED AND EXERCISED:
Receives direct supervision and general direction from the Director of Housing Programs.
May coordinate or lead assigned projects, departmental initiatives, training activities, and operational functions as delegated. May also provide technical guidance and support to new and existing program and clerical staff.
ESSENTIAL JOB FUNCTIONS:
Duties include, but are not limited to, the following:
Research, analyze, interpret, and summarize federal, state, and local housing program regulations. Prepare reports, recommendations, operational procedures, and other documentation to support regulatory compliance and effective program administration.

Ability to – Interpret housing assistance program rules, regulations, requirements, and guidelines, as well as Authority policies and procedures. Maintain confidentiality. Analyze, interpret data, and prepare reports. Comprehend and interpret complex rules, regulations, and laws. Organize work and set priorities. Exercise sound independent judgment within established guidelines. Establish and maintain effective working relationships with others contacted in the course of work. Communicate complex ideas clearly and effectively both orally and in writing. Maintain the mental capacity for sound decision making and the physical capability to perform assigned duties. Operate a personal computer using various Windows-based applications programs.
Licenses and Certificates – Must possess and maintain an applicable California Driver License and a driving record acceptable to the Authority. Obtain certifications in Rent Calculation and Section 8 within one (1) year of employment. Obtain certification in Public Housing Management within two years of employment.
Physical Abilities and Work Environment – Must have the ability to drive an automobile, sit or stand for lengthy periods of time, walk, climb, stretch, bend, lift 25 lbs. and operate keyboard equipment. A majority of work is conducted in a standard indoor environment.
Other – Provide proof of US citizenship or, if an alien, either lawful admission for permanent residence or authorization for appropriate work by the Immigration and Naturalization Service
Use of a personal automobile may be necessary in the performance of assigned duties. Possession of personal automobile insurance, and proof of such coverage on file with the Authority, is necessary to operate a personal vehicle for Authority business.
Bilingual fluency in English and Spanish is desirable.
Be insurable by the Housing Authority’s insurance carriers.
EXPERIENCE AND EDUCATION GUIDELINES:
Any combination of experience and education that would be likely to provide the required knowledge and abilities could be qualifying, as determined by the Authority. A typical way to obtain the knowledge and abilities is:
Experience: Three (3) years of progressively responsible experience performing analytical, compliance, operational, or program administration duties that require critical thinking, problem-solving, and independent judgment to achieve results, preferably within affordable housing, public administration, or a related governmental environment.
Education – Possess a bachelor’s degree from an accredited college or university with a major in social science, business or public administration, or a related field.
