Job Description

The New York City Department of Housing Preservation and Development (HPD) is the nation’s largest municipal housing preservation and development agency. The Office of Housing Access and Stability ( “HAS”) consists of the divisions of Housing Opportunity, Tenant and Owner Resources, Housing Stability, Budget and Program Operations, and Program Policy and Innovation. The mission of the office is to ensure fair, efficient, and transparent access to affordable housing. The Office provides subsidies, placement services, and tools that connect New Yorkers to affordable housing and ensures vulnerable households in subsidized housing have the support they need to be safely housed. Housing Access is committed to expanding housing choices, affirmatively furthering fair housing, and stabilizing the financial health of buildings. ________________________________________

Your Team:

The Office of Housing Access and Stability (“HAS”) consists of the divisions of Housing Opportunity, Tenant and Owner Resources, Housing Stability, Budget and Program Operations, and Program Policy and Innovation. The mission of the office is to ensure fair, efficient, and transparent access to affordable housing. The Office provides subsidies, placement services, and tools that connect New Yorkers to affordable housing and ensures vulnerable households in subsidized housing have the support they need to be safely housed. Housing Access is committed to expanding housing choices, affirmatively furthering fair housing, and stabilizing the financial health of buildings.

The Division of Budget and Program Operations (BPO) within the Office of Housing Access and Stability provides support services to the Division of Housing Opportunity, Division of Tenant and Owner Resources, the Division of Housing Stability, and the Division of Policy and Program Innovation. BPO assists with monitoring and supporting program budgeting and planning, including both staffing and procurement support. The Division also manage the Housing Quality Enforcement and related inspection functions for the Office. In addition, the BPO team coordinates technology initiatives and analytics across the Office in coordination with key technology stakeholders across the agency, providing support on key systems to internal and external stakeholders.

Your Impact:

All Team Leaders in the Office of Housing Access and Stability are expected to perform similar duties and responsibilities. Team Leaders are responsible for monitoring, tracking and delegating work to a team of Specialists assigned to his/her team. Team Leaders are mentors and provide training in accordance with the applicable program rules and regulations. Team Leaders work with Specialists to ensure that each unit occupied by a subsidized household is in compliance with federal Housing Quality Standards (HQS) regulations; act as a liaison between HPD and Owners focusing on improving operational efficiency and effectiveness; ensure HQS enforcement actions such as Housing Assistance Payments (HAP) abatements are abated and re-instated timely and in accordance with federal rules; Coordinate with HPDTech to outline technical issues and make program recommendations.


Your Role:

- Review and approve HQS enforcement actions processed by HQE specialists to verify the consistency and accuracy of their work
- Review fiscal HAP adjustments to ensure that Hap payments are authorized
- Works with HPD Info and Section 8 Elite Programs
- Review completed enforcement actions to ensure Elite notes and DDMS are updated accordingly.
- Review cases, develop unit goals and objectives, monitor staff productivity, interfacing with landlords and clients.
- Manage and ensure that staff members are working within federal regulatory and local policy guidelines.
- Team Leaders are required to take various mandatory trainings.
- Work on special projects and initiatives as determined by management
- Team Leaders will provide input and assist Coordinators with Performance Evaluations
- Assist with transitioning to the implementation of new inspection standards like HUD NSPIRE protocols and their enforcement.

Qualifications

Qualification Requirements
1. High school graduation or equivalent and three years of experience in community work or community centered activities in an area related to duties described above; or
2. Education and/or experience which is equivalent to "1" above.
