Job Description - Housing Services Assistant II

Classification:  Full-time                                                             Status:  Non-exempt



POSITION SUMMARY:


Review applications for various programs within the Housing Services Department, including the Housing Choice Voucher Program (HCV), Tenant Based Rental Assistance Program (TBRA), agency owned rental properties, and other programs to determine initial eligibility as well as on-going eligibility and compliance.


 


ESSENTIAL FUNCTIONS:


Program Eligibility & Compliance



  • Perform applicant reviews and determination of eligibility for Housing Services programs.

  • Ensure ongoing compliance and eligibility for Housing Services programs.

  • Read and review policy manuals for state and federal housing programs.

  • Maintain accurate records of repayment agreements across all Housing Services programs.

  • Collect payment for repayment agreements.

  • Complete, compile, and prepare records, reports, and necessary documentation.


Property & Tenant Administration



  • Assist the Property Manager with drafting leases, contracts, and related documents for agency-owned properties.

  • Maintain accurate records of tenants of agency-owned properties, including rent logs.

  • Collect rental payments for agency-owned properties.

  • Assist customers with housing applications and provide information regarding rental assistance programs and SEK-CAP-owned rental properties.


Customer Service & Communication



  • Receive telephone calls and promptly respond to messages regarding Housing Services programs and agency-owned properties.

  • Consistently greet customers, staff, and community members in a positive manner.

  • Communicate concerns, questions, and safety issues to a direct supervisor immediately.

  • Advocate for SEK-CAP, Inc. in the community.


Data Management & Administrative Support



  • Perform data entry and data verification according to established procedures.

  • Maintain Excel spreadsheets for tracking various program reporting activities.

  • Establish and maintain files, including developing and maintaining a desk manual.

  • Assist the Housing Services Director as needed.


Training, Collaboration & Organizational Responsibilities



  • Attend mandatory in-service trainings and staff meetings.

  • Cross-train in other areas of the Housing Services Department.

  • Maintain and assure confidentiality and privacy of SEK-CAP customers.

  • Respect and support cultural differences and diverse family structures.

  • Demonstrate good work habits, including punctuality and adherence to break schedules.

  • Report suspected abuse or neglect to the appropriate authority.

  • Uphold and promote the core values and mission statement of SEK-CAP, Inc.

  • Support management decisions in both actions and words.

  • Obey all traffic regulations and SEK-CAP vehicle usage policies.

  • Work as a team to maintain a clean work environment.

  • Perform other duties as assigned.



KNOWLEDGE AND EXPERIENCE:


Essential:



  • Basic computer skills, including Microsoft Office Software components, i.e., Access, Word, Excel, and PowerPoint; Internet Explorer, Outlook.

  • Intermediate keyboarding/typing skills.

  • Basic operation skills of general office equipment such as photocopiers, faxes, and phone systems.

  • Superior interpersonal skills. Ability to get along with diverse personalities. Tactful, mature, and flexible.

  • Ability to meet and deal tactfully with the general public and to communicate effectively and clearly both orally and in writing.

  • Resourceful and well organized.

  • Ability to establish and maintain positive, effective working relationships with co-workers, community partners, and customers.

  • Ability to learn and adapt.

  • Ability to follow rules and regulations, despite outside pressure to “bend the rules”.


Desired:



  • Have or be willing to obtain certification/training on various types of software utilized within the organization.

  • One-year related experience and/or training.



EDUCATION AND QUALIFICATIONS:



  • High School Diploma or its equivalent.

  • Possess a current, valid driver’s license and be able to meet insurance underwriting guidelines.

  • Submit to and pass standard criminal history check and drug screen test.

  • Obtain First Aid and CPR certification within 30 days (SEK-CAP will provide this opportunity).

  • Ability to sit, stand, walk, stoop, kneel, and crouch as needed throughout the day.

  • Regularly lift and/or move up to 10 pounds.

  • The work environment may include occasional exposure to wet and/or humid conditions, outdoor weather, and temperature extremes such as heat and cold. The noise level is generally quiet to moderate but can be loud.
