Department: Assisted Housing

Reports To: Assistant Director, Assisted Housing

Summary

Conduct housing inspections, as needed, to assure that all Section 8 housing units comply with HUD guidelines regarding housing quality standards, state and local requirements and prepare necessary reports related to inspections.  

Essential Job Functions

  • Coordinate Section 8 Inspections 
  • Conduct Housing Quality Inspections ( Lease-ups, Annual, Re-inspections, Special and Quality Control)
  • Conduct quality control inspections in order to assure consistency in the inspection process, and that regulations are being adhered to 
  • Randomly review rent certifications, as quality control measure, and review if landlord disagrees
  • Respond to telephone inquiries, personal contact visits, or mail inquiries regarding the Section 8 program
  • Conduct quality control inspections, special inspections, re-inspections, etc.
  • Mediate and try to resolve landlord tenant issues and problems
  • Explain standards, regulations, etc. to landlord and tenants in order to promote good relations
  • Assure that inspections are entered electronically and downloaded into the computer system on a timely basis 
  • Communicate with city inspections departments in order to coordinate specific inspections
  • Prepare inspection report and submit to supervisor as needed 
  • Communicate with supervisor regularly in order to address and resolve concerns and issues  
  • Training Section 8 Employees
  • Interpret and apply THA personnel policies, departmental policies, federal regulations, 
  • And other relevant policies and procedures
  • Oversee and participate in training of inspectors and support staff
  • Counsel employees regarding inspection results and document in accordance with established procedures
  • Assist in training other employees in HQS regulations and THA policies
  • Perform on-the-job site training sessions for employees doing inspections at units
  • Work with Inspections Support Specialist to ensure schedules are kept and staff, client or landlord issues and concerns are addressed

Knowledge, Skills, and Abilities

  • Knowledge of HUD, Housing Quality Standards, and City of Tampa codes and standards regarding rental housing
  • Knowledge of building construction methods and materials
  • Knowledge of HUD and organizational regulations, policies, and procedures
  • Knowledge of the principles of management and supervision
  • Knowledge of business English, spelling, and vocabulary
  • Knowledge of computer operations, such as word processing and accounting type purposes 
  • Knowledge of specialized clerical and trades-based tasks such as gathering, formatting or visually analyzing data
  • Knowledge of mathematics sufficient to make rent calculations and comparisons, measurements, graphs, and drawings
  • Ability to work in a responsive environment where co-workers or citizens present problems for resolution
  • Ability to understand and follow oral and written instructions
  • Ability to read, understand, apply, and explain HUD and organizational rules, policies, procedures, and instructions
  • Ability to use a computer to enter inspection data and generate reports and letters
  • Ability to establish and maintain effective working relationships with landlords, residents, and other employees
  • Ability to train subordinate inspection personnel
  • Ability to interact with landlords and residents to obtain and provide information in a polite and efficient manner, both in person, and on the telephone
  • Ability to use sound judgment in order to make decisions in accordance with established procedures and guidelines
  • Skill in dealing with people in a polite and diplomatic manner

Minimum Qualifications

  • Requires Associate’s Degree in Engineering, Construction Science or related field.
  • Requires five (5) years of experience in building and residential construction or housing inspection, or an equivalent combination of education and experience.  
  • Requires Housing Quality Standards Inspections certification.

Other: Valid Florida Driver’s License Insurable under the agency’s insurance policy
