Position Overview
The Department of Revenue (DOR) Human Resources Bureau is seeking a highly motivated and detail-oriented HR Generalist to join its team in Chelsea, MA. This role offers an excellent opportunity for a self-starter who can manage multiple priorities while gaining broad exposure to various Human Resources functions. The selected candidate will support employee onboarding, leave administration, personnel records management, compliance activities, and employee relations while ensuring confidentiality and exceptional customer service.
Key Responsibilities
Process and distribute completed onboarding documentation to appropriate agencies and departments, including Payroll, State Board of Retirement, Group Insurance Commission (GIC), Empower Retirement (SMART Plan), and labor unions.
Assist with monitoring employee leave requests, return-to-work processes, and leave-related reporting in accordance with federal and state regulations, including FMLA, PFML, and MPLA.
Track and maintain records related to family medical leave, workers' compensation leave, and employee leave balances using HR databases and reporting systems.
Support HR projects involving personnel data analysis, reporting, research, and recommendations.
Research employment records and personnel policies to provide accurate guidance and customer service to employees.
Maintain strict confidentiality of employee records and sensitive personnel information.
Draft professional correspondence, memorandums, forms, instructions, and communications for internal and external stakeholders.
Assist with additional HR initiatives and administrative duties as assigned.
Required Qualifications
Experience supporting Human Resources functions, including onboarding, employee records management, benefits, or leave administration.
Strong understanding of HR policies, procedures, and personnel practices.
Excellent written and verbal communication skills.
Strong organizational skills with the ability to manage multiple priorities and deadlines.
Proficiency with Microsoft Excel, Word, and Access.
Ability to analyze information, draw conclusions, and make recommendations.
Ability to work independently and collaboratively within a team environment.
Commitment to maintaining confidentiality and handling sensitive employee information appropriately.
Preferred Qualifications
Experience working in a large organization, government agency, or public-sector environment.
Experience administering employee leave programs, including FMLA, PFML, workers' compensation, and related regulations.
Experience working in a unionized environment and interpreting collective bargaining agreements.
Knowledge of state and federal benefits programs and leave policies.
Familiarity with HRIS systems, personnel databases, and reporting tools.
Human Resources certification (PHR, SHRM-CP, or equivalent) is a plus.
Knowledge of compensation and salary administration guidelines.
Understanding of laws, rules, and regulations governing state personnel systems.
