JOB SUMMARY

This full-time, at-will position is responsible for supporting a wide range of HR functions, including

recruitment, onboarding, employee relations, benefits administration, compliance and performance

management. This role serves as a key point of contact for employees and managers, providing

guidance on HR policies, procedures and best practices. The HR Generalist plays a vital role in

fostering a positive workplace culture while ensuring the agency remains compliant with all

applicable labor laws and internal policies.

ESSENTIAL DUTIES

  1. Facilitates all phases of the recruitment process, including job postings, advertising, screening candidates, conducting initial interviews, coordinator second interviews, and supporting the offer process.
  2. Collaborates with department leaders and the HR Director to support talent acquisition, workforce planning, retention, and succession strategies aligned with agency goals.
  3. Conducts onboarding activities such as background checks, drug screenings, orientation, E-Verify, and the assembly of personnel and benefits files.
  4. Assists with benefit enrollments, changes, and terminations in payroll systems and responds to basic employee benefit questions.
  5. Creates and maintains accurate personnel files, benefit records, and regulatory forms, ensuring compliance with recordkeeping requirements.
  6. Participates in job fairs and hiring events to promote agency employment opportunities and expand outreach.
  7. Assists with the screening and onboarding of volunteers and interns, including conducting background checks, verifying eligibility, and ensuring completion of required documentation as well as maintaining the files.
  8. Processes all employees and volunteers through the Verify Comply system to ensure completion of background checks and compliance with agency and regulatory requirements.
  9. Provides backup support for payroll and accounts payable functions, ensuring continuity of operations during staff absences or peak workload periods, and maintaining accuracy and compliance with established procedures.
  10. Other duties as may be assigned and/or requested from time to time in fulfillment of the agency’s mission

REPONSIBILITIES

The HR Generalist is responsible for supporting a wide range of human resources functions, including

Recruitment, onboarding, benefits administration, and employee records management. This role assists with

Volunteer and Intern screening, and provides backup support for payroll and accounts payable. The HR

Generalist also helps maintain accurate personnel data and ensures timely and professional communication

with employees, supervisors, and external partners.


Requirements

EDUCATION AND/OR EXPERIENCE REQUIREMENTS

  •  High School Diploma and/or GED required
  •  Bachelor’s Degree in Human Resources, Business Management preferred
  •  3-5 years’ experience in human resource management

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED

  •  Self-motivated and able to work independently; builds effective team relationships and is willing to
  •  Travel and maintain a flexible schedule to support recruitment and agency needs.
  •  Maintains a high level of integrity, professionalism, and confidentiality in all interactions and
  •  responsibilities.
  •  Strong critical thinking, problem-solving, and organizational skills with the ability to manage multiple
  •  priorities.
  •  Demonstrates strong verbal and written communication abilities, with excellent interpersonal skills and confidence in public speaking and networking.

WORKING CONDITIONS AND PHYSICAL DEMANDS

The physical demands and work environment described here are representative of those that must be met by

an employee to successfully perform the essential functions of this job. While performing the duties of this

job, the employee will be standing, walking or sitting at a desk, in a typical office setting. Some physical

effort required. Travel to agency offices, colleges and universities and other out of office sites to perform

recruitment duties are required.

  •  With Director of Human Resources and all agency staff.
  •  With job candidates.
  •  With placement staff at universities and colleges.

CONDITIONS OF EMPLOYMENT

  •  Successful candidate must submit to a pre-employment drug screening, limited criminal history check, fingerprinting, driver check and National Sex Offender Registry check, SAM and OIG exclusion screenings. Must pass and maintain compliance with the agency’s background check policy.
  •  Proof of educational credentials is required at employment.
  •  Valid driver's license and a dependable vehicle required.
  •  Must meet the Agency’s required car insurance coverage level at employment and maintain it throughout the duration of employment (Liability Coverage: $100,000/$300,000/$100,000).
  •  Password protected internet access of good quality to perform the essential duties.
  •  This position has a 90-day probationary period.

Salary Description

$48,000 to $51,000/Year
