SUMMARY:

Will lead the development, delivery and coordination of human resource services and manage the implementation of human resource programs and initiatives in the US and international field offices.
REPRESENTATIVE DUTIES : (Employee may perform any combination of the essential functions shown below. This position description is not intended to be an exhaustive list of all duties, knowledge or abilities associated with this classification, but is intended to accurately reflect the principal job elements).
General HR Management
Work closely with the Chief People Officer and senior management to develop policies and procedures, ensuring legal and regulatory compliance for headquarters and country offices.
Partner with the Chief People Officer in developing and executing HR programs and initiatives.
Provide guidance on HR related matters including hiring, onboarding,

separation/termination,

performance evaluations, recruitment, fringe benefits as well as employee relations and organizational policy.
Work the HR team to ensure proper administration of benefits and allowance, payroll data, and changes employee information.
Oversee annual performance evaluations including the development of job descriptions, salary scales and salary/fringe benefit market surveys.
Monitor and advise changes in labor laws, both federal, state, and local level.
Motivate staff performance and professional development, develop skilled managers and mentors, and exercise sound judgment in the hiring, promotion, transfer, and termination of staff.
Respond to and investigate employee grievances and conflicts and work closely with legal counsel to resolve them.
Oversee the administration of all employee health insurance and 401(k) retirement plans.
Provide managers and employees with training and tools to accomplish these tasks.
Carrying out other tasks as assigned
International HR Management
Manage day-to-day HR activities for the international division.
Work with country legal advisers to prepare employee agreements and corresponding local employee handbooks including conducting research as necessary.
Serve as a resource in the development and updating of local HR salary scales, benefits, and policies.
JOB REQUIREMENTS:
BS/BA in human resources, international relations or other business-related field or an equivalent amount of experience and training.
At least ten years of human resource experience in a generalist capacity with a minimum of 3 years in a managerial capacity.
At least two years of international human resource experience.
Knowledge of federal, state (US) and/or local in country HR related laws and ability to advise on Laws and regulations affecting HR practices.
Ability to comprehend, interpret, and apply the appropriate sections of applicable laws, guidelines, regulations, ordinances, and policies.
Solid working knowledge of best practices in all HR functions including international recruitment, onboarding, benefits, compensation, employee relations, learning and development, human resource information systems, including adherence to all state and federal employment laws.
Prior success in creating a strong and effective HR operational platform that is responsive to organizational needs and priorities and delivers superior customer service in a changing and dynamic environment.
Guidance to internal clients, demonstrating creative problem-solving skills and ability to apply this knowledge appropriately to diverse situations and settings.
Proven record of success in developing and maintaining effective working relationships and partnerships with diverse stakeholders.
Experience with managing compensation as well as performance management systems.
Excellent verbal and written communication skills.
Excellent interpersonal and customer service skills.
Excellent organizational skills and attention to detail.
Strong analytical and problem-solving skills.
Strong supervisory and leadership skills.
Ability to prioritize tasks and to delegate them when appropriate.
Proficient with Microsoft Office Suite or related software.
QUALIFICATIONS:

LANGUAGE SKILLS:
Excellent written and verbal communication skills (ability to communicate with all levels of the organization). Ability to read, write, hear, and speak in English.
EDUCATION:
Bachelor’s Degree in HR or related field.
EXPERIENCE:
Eight or more years of prior experience in the same or related position is required.

PHYSICAL ABILITIES:
Hearing and speaking to exchange information in person and on the telephone; seeing to read, prepare and proofread documents; sitting or standing for extended periods of time; dexterity of hands and fingers to operate a computer keyboard and other office equipment; kneeling, bending at the waist and reaching overhead, above the shoulders and horizontally to retrieve and store files and supplies; may lift and move boxes of testing materials in the receiving, storing, sorting and distribution process weighting up to 25 lbs.
WORKING CONDITIONS:
Generally, works in a moderately quiet office environment with constant interruptions.
