Summary You will serve as a HR SPECIALIST (RECRUITMENT/CLASSIFICATION) in the Commanding Officer, Command Operations Department, and Human Capital Division of FLEET READINESS CENTER SOUTHWEST. Responsibilities You will work with the management to design, develop, implement and track both activity and HR strategic/business plans to recruit, develop, and retain the talent needed to accomplish the assigned mission. You will review past recruitment practices and local labor market conditions to advise on future staffing strategies. You will provide strategic recruitment advisory services (i.e., determining the where, how and means to find talent) to management officials. You will apply a thorough understanding of classification principles and concepts to interpret and apply classification standards/guides to reach sound classification decisions. You will analyze, develop, and administer organizational design and position management to enhance the efficiency and performance of organizations. You will solve human resources problems that cross multiple program lines (e.g., recruitment, classification, compensation). You will accomplish other duties as assigned. Requirements Conditions of Employment Qualifications To qualify for the GS-11 position, your resume must demonstrate that you have at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector. Examples of specialized experience includes: (1) Applying human resources theories, principles, laws, rules, and regulations to assist management in designing, developing, and implementing HR strategic plans to recruit, develop, and retain the talent needed to accomplish the assigned mission; (2) Utilizing classification principles and concepts to assist in interpreting and applying classification standards/guides to reach sound classification decisions; (3) Reviewing pay and recruitment actions to determine types of appointments and their appropriate application in both the competitive and excepted service; and (4) Utilizing data base systems, e.g. DCPDS and USA Staffing, to assist in accomplishing recruitment, classification, and agency goals and objectives Or You have successfully completed a Ph.D. or equivalent doctoral degree as related to the HR Specialist position being filled. Or You have successfully three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree as related to the HR Specialist position being filled. Or You have successfully an LL.M. degree that is related to the HR Specialist position being filled. Or You have a combination of experience and graduate education as described above that equates to one year of experience as related to the Equal Employment Specialist position being filled. Your percentage of the required education plus your percentage of the required experience equal one hundred percent. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of undergraduate education by 12. Add the two percentages. The total percentage must equal at 100 percent to qualify.) A transcript must be submitted with your application if qualifying using education. See Required Documents for additional information.
