Job Summary:
The Human Resources Director serves as the senior leader responsible for the overall
direction and oversight of all human resource functions for the cooperative and reports
directly to the General Manager/CEO. This role partners closely with executive
leadership to develop and implement workforce strategies that support operational
excellence, employee engagement, and long-term organizational sustainability. The HR
Director also serves as a strategic advisor on personnel policy development, workforce
planning, and organizational effectiveness.
The Human Resources Director leads recruitment and retention strategies, succession
planning, compensation and benefits administration, policy development, regulatory
compliance, performance management, and employee development initiatives. The
position supervises the Human Resources Generalist and directs the daily activities of
the Human Resources Department to ensure programs and practices are administered
in accordance with cooperative policies and applicable laws and regulations.
This role oversees employee benefits administration, including coordination with
insurance providers, insurance billing reconciliation, and required reporting such as
Form 5500 filings. The Director also provides guidance on complex employee relations
matters and oversees personnel records, employee orientation, training and
development, payroll related coordination, and human resources reporting and
documentation.
Additional responsibilities include directing preparation of the Cooperative’s Affirmative
Action and Equal Employment Opportunity programs, conducting internal audits to
ensure compliance, submitting required AAP/EEO statistical reports, preparing and
managing the Human Resources department budget, and supporting recruitment
outreach through schools, state agencies, and civic organizations.
Job Requirements:
Bachelor’s degree in Personnel Administration, Business, Human Resources, or
related field preferred
Minimum eight years of relevant human resources experience in a utility or
related organization desired, or an equivalent combination of education and
experience
Experience with personnel administration, insurance and benefits programs,
payroll processes, and HR practices within utility operations preferred
Supervisory or leadership experience preferred
Strong knowledge of employment law including FLSA, FMLA, ADA, EEO, and
related regulations
Experience designing and administering compensation and benefits programs
Experience with HRIS systems and payroll oversight
Strong analytical, organizational, and decision-making skills
Ability to maintain strict confidentiality and exercise sound judgment
Strong written and verbal communication skills
Ability to research information, analyze data, and develop recommendations and
plans of action
Ability to interpret and apply laws, policies, and employment regulations
Professional certification such as SHRM SCP, SHRM CP, SPHR, or PHR
strongly preferred
Ability to obtain and maintain First Aid and CPR certification
Valid Tennessee driver’s license

Position Guide
Position Title: Human Resources Director
Department: Executive

FLSA Status: Exempt
I. Principal Objectives of the Position
The Human Resources Director directs and manages the Human Resources
functions and develops, implements, and coordinates policies and programs for
Human Resources. The Human Resources Director is responsible for recruiting,
administering wage, salary and employee benefits, and employee development,
supervising the day-to-day activities of the Human Resources Department to
assure that human resources and personnel issues are administered according to
regulatory and Cooperative guidelines, policies and regulations/legislation.
The Human Resources Director directs the Human Resources staff to prepare and
recommend personnel policies, procedures and practices, personnel records and
reports, benefits and services, payroll, training, personnel research, employee
orientation, and dissemination of information to employees.
II. Essential Duties and Job Responsibilities
A. Researches, develops, and implements competitive compensation,
benefits, performance appraisal, leadership, and employee incentive
programs.
B. Collaborates with executive leadership to define the organization’s long term mission and goals; identifies ways to support this mission through leadership development, employee engagement and strategic talent
management.
C. Collaborates with executive leadership to promote diversity, equity, and
inclusion and best practices.
D. Plans and directs the preparation of the Cooperative’s Affirmative
Action/Equal Employment Opportunity Programs in compliance with
regulations and directs the preparation of the Cooperative’s Affirmative
Action/Equal Employment Opportunity Programs in compliance with
government legislation and management’s directives. Conducts internal
audits of corporate practices to identify possible violations, and complies
and submits required AAP/EEO Statistical reports.
E. Administers Cooperative benefit programs. Acts as a liaison between
employee and insurance providers, and resolves benefit related problems
ensuring effective utilization of plans and positive employee relations.
Ensures plans are administered in accordance with federal and state
regulations and plan provisions are followed. Advises management and
employees of existing benefits. Coordinates human resources procedures
to initiate benefits, maintenance of benefits records and preparation of
documents necessary for implementing benefit coverage.
F. Oversees the auditing, reconciliation and processing of monthly billings from
insurance providers. Oversees the preparation of annual form 5500’s for
pension and welfare plans.
G. Supervises, directs, and trains Human Resources staff in complex duties in
the following areas: group life and health insurance, payroll, benefits plans
and enrollment, records maintenance, performance evaluations and matrix
adjustments, training records, job postings, safety, etc. Oversees the
maintenance of individual personnel files, security of same, and ensures
that employee privacy rights are respected in all dealings with personnel
files, records, and reports, as required.
H. Oversees accurate records are maintained for the following functions:
personnel files, insurance records, pension plans, workers
compensation/accident records, training and development, CDL and non-CDL driver information, etc.
I. Prepares Human Resources department budget and
monitors expenditures.
J. Oversees new hire orientations to ensure that employees gain an
understanding of benefit plans, enrollment provisions, and personnel
policies.
K. Oversees the answering of routine personnel inquiries, such as:
employment verification for credit purposes, reference information about
terminated employees, and insurance information and processing
unemployment claims.
L. Oversees the maintaining records and insuring that employees receive
disability income (STD, LTD & Workers Compensation) when applicable.
M. Oversees the preparation and dissemination for mass distribution to all
employees, such as annual individual pension statements, quarterly 401k
statements, summary plan descriptions, summary annual reports, insurance
certificates and benefit booklets, etc.
N. Develops and presents programs regarding job opportunities and hiring
practices to schools, state agencies, and civic organizations.
O. Develops a system for internal and external flow of communications and
documents from the Assistant General Manager office for matters relative
to the human resources function.
P. Keeps well informed and up-to-date about the latest practices and events in
the business world related to this position. Maintains knowledge of industry
trends and employment legislation and ensures company’s compliance.
Q. Oversees design and production of employee identification cards.
R. Performs other such duties as requested or required from time to time.
S. Attends and participates in safety meetings scheduled by the Cooperative
as required.
III. Skills and Abilities
A. Must have the ability to identify, understand and solve problems relating to
benefits, compensation, conflict resolution, employee development/training,
employee orientation, job description development,
handbook administration, policy and procedure development, recruitment,
workers compensation administration, employment practices, payroll,
training, etc.
B. Must be able to handle and utilize discretion with confidential data dealing
with employees, plans of the Cooperative, and actions of the Board of
Directors.
C. Must have the ability to carry out the duties and responsibilities of this
position in conformity with established policies and procedures.
D. Must be accountable for the efficient performance of these responsibilities.
E. Must be able to interview, select and discipline employees.
F. Must possess excellent communication skills to work with individuals and
small groups.
G. Must be skilled in the use of a personal computer and have the ability to
utilize different software applications. Experience with Microsoft Word and
Excel preferred.
H. Must be able to work efficiently without supervision.
I. Must be certified in basic first aid and CPR in accordance with Cooperative
policies and procedures.
IV. Physical Requirements
Visual acuity and manual dexterity are required, as well as the ability to listen and
communicate with people both within and outside Upper Cumberland Electric
Membership Cooperation. Constantly sits or stands, walks, bends, stoops, squats
and lifts up to twenty-five pounds. Repetitive motions with hands and fingers are
required. Must be able to read, write and do math. A high level of accuracy and
attention to detail is required. Must be able to work under stress and maintain
confidentiality.
V. Working Conditions
Primarily works in a climate controlled office; may occasionally be exposed to
temperature variances. Generally works eight hours a day five days a week.
Responds immediately to 24 hour call-out and works extra hours as required,
including weekends, nights and holidays. Drives throughout the cooperative’s
service area and beyond and is sometimes required to travel overnight outside the
cooperative’s service area.
VI. Knowledge
A. Must possess knowledge in the personnel related field, Cooperative
policies, business and labor laws, labor relations, health/life/long term
disability insurance plans, pension plans, payroll, training, planning and
administrative principles and practices.
B. Must be able to resolve complex problems relating to payroll and personnel
issues.
C. Must possess skills to research information and analyze data to achieve
valid conclusions, recommendations, and plans of action.
D. Must possess knowledge to prepare and present comprehensive reports
and be able to communicate ideas clearly and concisely, both orally and in
written format.
E. Must be knowledgeable in collecting, compiling, and analyzing information
and data, and be able to interpret and apply laws, ordinances, and policies.
VII. Internal Contacts
Maintain on-going communications with the Human Resources Generalist,
Assistant General Manager, General Manager and other members of
Management, as well as other Cooperative personnel, to ensure appropriate
personnel are informed of relevant activities, events and issues.
VIII. External Contacts
Communicate with the following effectively and in a professional manner:
Cooperative members,
Members of the general public,
Computer hardware and software technical support, and Local
government agencies.
IX. Minimum Qualifications
Education
Minimum of high school diploma or GED equivalent is required.
Additional education:
Bachelor’s degree in Personnel Administration and/or Business and/or Human
Resources Management Certificate or equivalent preferred.
Experience
Minimum of eight years’ experience of relevant experience in a utility or related
organization is desired; or an equivalent combination of education and experience
in human resources.
Possession of demonstrated personnel, insurance, payroll, accounting expertise in
utility operations is preferred.
