Human Resource Generalist

Position Summary
The Human Resource Generalist administers day-to-day human resources functions for EVCHS, including recruitment, onboarding, benefits, payroll support, employee records, leave and attendance administration, training coordination, and compliance documentation. The Generalist is a responsive resource for employees and supervisors, applies approved policies consistently, maintains confidentiality, and brings sensitive or higher-risk employee matters to the Chief Executive Officer or designated leader.
Essential Duties and Responsibilities
- Coordinate recruitment activities, including preparing approved job postings, reviewing applications, scheduling interviews, participating in interviews, communicating with candidates, and maintaining recruitment records.
- Complete background checks, reference checks, required exclusion screenings, and other pre-employment steps in accordance with EVCHS policy and applicable requirements.
- Coordinate new-hire orientation and onboarding; work with supervisors to ensure training, access, forms, and required documentation are completed on time.
- Maintain accurate, confidential personnel, credential, benefit, leave, training, performance-review, and disciplinary records in electronic and paper systems.
- Administer employee benefit enrollment, qualifying-life-event changes, annual open enrollment, employee communications, carrier or broker coordination, and benefit record reconciliation.
- Serve as the first point of contact for routine employee questions about benefits, payroll, leave, attendance, policies, and HR processes; research issues and escalate matters outside the role's authority.
- Support payroll administration by reviewing employee data, deductions, status changes, timekeeping exceptions, and approved leave; prepare biweekly payroll information for management review and approval.
- Monitor timekeeping, attendance, and paid-time-off records; communicate discrepancies to employees and supervisors and support consistent application of approved policies.
- Track required employment notices, licenses, certifications, training, evaluations, and other recurring HR deadlines, and notify the appropriate employee or supervisor before expiration.
- Coordinate leave administration and related documentation, including FMLA and other applicable leave programs, under leadership guidance and with outside counsel or benefit partners when appropriate.
- Conduct routine personnel-file audits and assist with HR, compliance, benefit, payroll, and regulatory audits.
- Prepare routine HR reports and workforce data for leadership, grant, audit, and compliance needs while protecting confidential information.
- Support performance-management and corrective-action processes by providing approved forms, documenting actions, monitoring deadlines, and ensuring records are complete. Final decisions remain with authorized leadership.
- Coordinate offboarding, including approved separation documentation, benefit notices, return of property, access-removal notifications, and exit interviews when requested.
- Maintain HR and payroll process guides, forms, templates, and employee communications; recommend practical process improvements to leadership.
- Support employee engagement, stay interviews, training logistics, recognition activities, and other retention efforts approved by leadership.
- Maintain confidentiality and comply with federal and state employment laws and EVCHS requirements, including HIPAA, OSHA, HRSA-related workforce documentation, and corporate compliance standards.
- Perform other duties within the general scope of the position as assigned.
Authority and Escalation
This position administers established HR programs and provides operational support. It does not independently set compensation, approve exceptions to policy, negotiate employment agreements, issue final disciplinary action, authorize termination, make legal determinations, or establish organizational HR strategy. The Generalist promptly escalates harassment or discrimination complaints, retaliation concerns, safety issues, suspected legal or policy violations, executive-level complaints, and other sensitive employee-relations matters to the Chief Executive Officer, Compliance Officer, or designated leader.
Qualifications
- Associate or bachelor's degree in human resources, business administration, healthcare administration, or a related field preferred. Relevant experience may substitute for education.
- At least one year of human resources, benefits, payroll, or related administrative experience preferred.
- Experience with an HR information system or payroll platform preferred; Paycor experience is a plus.
- Human resources certification, such as aPHR, PHR, or SHRM-CP, is preferred but not required.
- Healthcare, nonprofit, or FQHC experience is preferred but not required.

- Working knowledge of employment practices and the ability to identify when a matter requires leadership or legal review.
- Strong organization, follow-through, accuracy, and deadline management.
- Sound judgment and strict discretion when handling confidential and sensitive information.
- Clear, professional written and verbal communication with employees at all levels.
- Ability to apply policies consistently, explain processes calmly, and maintain appropriate professional boundaries.
- Proficiency with Microsoft Outlook, Word, and Excel and the ability to learn HR, payroll, and benefit systems.
- Ability to manage competing priorities in a fast-paced, multi-site healthcare environment.
Work Location and Environment
The position is assigned a primary EVCHS worksite and requires regular on-site presence to support employees, onboarding, records, training, and workplace matters. Travel between EVCHS locations may be required. Limited remote work may be approved by the Chief Executive Officer based on operational needs. The role works in a mission-driven, confidential, and compliance-focused healthcare environment with frequent interruptions and competing deadlines.

- Ability to travel between EVCHS sites as assigned.
