The Joshua M. Freeman Foundation is seeking an experienced and strategic Human Resources Manager to lead all aspects of our human resources function. As the Foundation's HR leader, you will play a vital role in supporting a dedicated team of year-round staff, more than 100 seasonal employees, and over 250 volunteers who help bring the arts to our community each year. 


The Foundation operates the renowned Freeman Arts Pavilion, a premier outdoor performing arts venue in Selbyville, Delaware, serving more than 100,000 patrons annually through concerts, theater, dance, comedy, educational programs, and community engagement initiatives.

About the Role


The Human Resources Manager oversees the full employee lifecycle and serves as a trusted partner to leadership. This position manages recruitment, onboarding, payroll administration, benefits, performance management, employee relations, compliance, training, compensation, and organizational development initiatives. 


This role is ideal for an experienced HR professional who enjoys building programs, coaching leaders, ensuring compliance, and helping create a workplace where employees can thrive.


Key Responsibilities


Talent Acquisition & Recruitment



  • Lead recruitment efforts for year-round and seasonal positions.

  • Develop sourcing strategies and maintain candidate pipelines.

  • Coordinate interviews, reference checks, and offer processes.

  • Build relationships with colleges, universities, and professional organizations.

  • Support hiring managers with interviewing and selection best practices.


Employee Relations & Performance Management



  • Partner with managers on coaching, employee development, and performance improvement.

  • Coordinate annual performance evaluation processes.

  • Assist with progressive discipline, investigations, and employee relations matters.

  • Maintain and update job descriptions and performance standards.


Onboarding & Employee Experience



  • Manage onboarding programs for new hires, interns, and seasonal staff.

  • Maintain employee handbooks, policies, and procedures.

  • Support initiatives that strengthen employee engagement and workplace culture.


Payroll, Benefits & Compensation



  • Process bi-weekly payroll through Paycor and prepare related reports.

  • Administer employee benefits, including health insurance, retirement plans, and leave programs.

  • Coordinate annual open enrollment.

  • Conduct compensation benchmarking and support salary planning and budgeting activities.


Compliance & Organizational Development



  • Ensure compliance with applicable federal, state, and local employment laws.

  • Maintain personnel records and required reporting.

  • Conduct workplace investigations as needed.

  • Lead training initiatives and support leadership development programs.

  • Partner with leadership on succession planning, retention strategies, and organizational effectiveness.


Qualifications


Required



  • Bachelor's degree in Human Resources, Business Administration, or a related field, or equivalent professional experience.

  • Minimum of 5 years of progressive HR generalist experience.

  • Experience with payroll administration and employee benefits.

  • Strong knowledge of employment laws and HR best practices.

  • Excellent communication, interpersonal, coaching, and problem-solving skills.

  • Proficiency with Microsoft Office, including Excel.

  • Ability to maintain confidentiality and exercise sound judgment.


Preferred



  • Nonprofit organization experience.

  • HR certification such as SHRM-CP, SHRM-SCP, PHR, or SPHR.

  • Experience with applicant tracking systems (ATS), learning management systems (LMS), and Paycor.

  • CPR/AED certification or willingness to obtain.
