Job Description - Human Resources Analyst

Overview:


Signalink is seeking a Human Resource Analyst to join the team as an integral member of a group of government, military, and contractor personnel that provide program, engineering, and technical support on a wide variety of projects.


 


Responsibilities and Duties:



  • Manage appraisals during the entire appraisal cycle for various appraisal systems, e.g., Contribution-based Compensation Appraisal System (CCAS), Pay for Performance Management System (PPMS), Defense Civilian Intelligence Personnel System (DCIPS), and DOD Performance Management and Appraisal Program (DPMAP), including tracking critical dates, inputting and updating information, workforce training, and conducting pay pools.

  • Utilize federal HR systems and programs such as: AICIS (Automated Integration Center Information System), AutoNOA (Automated Nature of Action), DCPDS (Defense Civilian Personnel Data Systems), SharePoint, EMPRES (Employee Management Processing and Recruitment System), MS Excel, MS Word, and MS PowerPoint to maintain personnel data accuracy.

  • Provide recommendations and guidance to managers and employees on appraisal/performance management systems, e.g., CCAS, PPMS, DCIPS, and DPMAP.

  • Prepare Recruitment Packages to include crediting plans, canvass announcements, selection matrix, and interview questions and confer with management to identify the purpose, identify the problems, and improvements to the requested Ready to Hire action. 

  • Develop and/or present briefings to managers and leadership for informational purposes and to obtain approval on government civilian service appraisal systems. Performs minor position management by planning/analyzing organizational structure/pay pools for accuracy, and updates appropriate systems when changes are required (such as AvMC Integrated Center Information System (AICIS), Performance Appraisal Tool (PAT), Civilian Personnel On-line (CPOL), etc.).

  • Maintain statistical data, monitor, and provide updates on trends and potential new program and/or problem areas that need attention.

  • Participate in meetings, conferences, and/or workshops to present the organization’s view on a wide variety of human resources topics.

  • Utilize systems and programs like PAT, AICIS, SharePoint, CPOL, MS Excel, MS Word, MS PowerPoint


 


Requirements and Qualifications:



  • Bachelors degree in a related field

  • Minimum of 3 years of experience in a related field

  • Strong verbal and written communication skills

  • Ability to travel up to 10% as required.

  • Proficient in Microsoft Office (Excel, Word, & PowerPoint)

  • Active Secret clearance or the ability to obtain and maintain one.

  • Must be a U.S. Citizen


 


Preferred Experience and Knowledge:



  • Experience in military or government HR data systems i.e. PAT, AICIS, SharePoint, CPOL, MS Excel, MS Word, MS PowerPoint

  • Master’s degree in a related field

  • Experience with Microsoft SharePoint and Teams
