Job Description - Human Resources Director (Entry Level)

MINIMUM REQUIREMENTS:



  1. Bachelor’s Degree in Human Resources or related field and seven to ten (5-10) years of experience.


or


Master Degree in Human resources or related field and three to five (3-5) years experience.



  1. SHRM/PHR/SPHR certification required.

  2. Extensive Knowledge and Experience in Human Resources functions, employment/labor law, healthcare law, and professional training regulations.

  3. Demonstrate flexibility to handle organizational needs.

  4. Must be able to manage one’s professional time as a half-time professional exempt employee in a leadership position and must be willing to work evenings/weekends, as needed.

  5. Demonstrate knowledge for representation of The Hume Center.

  6. Possess a valid California Driver’s license. Must be willing to use your own vehicle and valid car insurance for work related travel.

  7. Be willing to use your own cell phone to be accessible and willing to be available to receive calls for crisis and/or emergency situations with supervisors and relevant colleagues.

  8. Skilled in spreadsheets, writing company memos, Microsoft Word, Adobe Acrobat, DocuSign, and GSuite applications.

  9. Work structure - working on site (note - benefit opportunity available to transition this position as a Hybrid position after one year of demonstrated positive performance).

DESCRIPTION OF JOB RESPONSIBILITIES AND DUTIES:


The Human Resources Director is directly responsible for the overall administration, development, and evaluation of the human resource functions and following updated regulations to ensure compliance and rollout of new policies and procedures in line with the organization . Sustain, promote, and evolve the organizational culture so that it supports the achievement of The Hume Center’s goals and promotes staff satisfaction.




Employees: 



  1. Participate in the Executive Team, Leadership and/or Board Personnel Committee, as needed. Present new or updated personnel policies and procedures and other related new or changes in Human Resources that impact the organization.

  2. Conduct executive level salary research and create executive level job descriptions

  3. Stays current on employment requirements and regulations and implements changes in a timely manner

  4. Develops, recommends and implements personnel policies and procedures; prepares and maintains handbook on policies and procedures. Annually review and make recommendations to Executive Team and Board of Directors for the improvement of personnel policies, procedures and practices.

  5. Develops and administers various human resources plans and procedures for all company personnel.

  6. Plans, organizes and controls all activities of the department. Collaborates with Vice-president to develop department goals, objectives and systems.

  7. Based organizational and field trends and needs, identify workforce positions that supports the delivery of organization’s mission’s services, develop Job Description uniquely to the organization and performance metrics. Provide training to leadership in completing performance reviews.

  8. Manage company benefits, including but not limited to PTO, health, dental, vision, 401 K, short-term disability, long-term disability, and worker’s compensation.

  9. Lead negotiations with benefit providers and implement an open enrollment process that offers best-in-class benefits. Implement and annually updates compensation program

  10. Oversees salary surveys and analyzes compensation

  11. Actively conducts recruitment efforts for all workforce positions

  12. Oversees timely onboarding processes.

  13. Oversee and plan organizational staff at-large and trainee specific events, such as, bu tno limited to the Welcome Retreat, Orientation Weeks, Holiday Party, Spring Celebration, Agency Annual Retreat, and Graduation on a timely basis. Ensure smooth event plans (ie. reserve the spaces, plan the menu and schedule, and create the guest list).

  14. Offer employee trainings on HR policies, benefits and etc.

  15. Oversees recording and maintenance of employee information, such as personal data, compensation, benefits, attendance, performance reviews or evaluations, disciplinary actions, and terminations/separations of employment.

  16. Overseas a smooth transition of employee transfers into other positions and/or off-boarding processes.

  17. Oversee requests for leave, workers comp, and accommodations.

  18. Liaison to Credentialing Department and Information Systems to trigger all provider credentialing tasks take place (County Staff ID, Board Registration, Clinician’s Gateway, Provider Portal, Objective Arts, etc) for staff ensuring all registration, staff ID, online portals, and other status are set up at onboarding, updated after status changes, and terminated at termination.

  19. Assists and/or leads in conducting and resolving investigations regarding employee discrimination and harassment concerns. (Grievances follow the grievance procedure and complaints are referred to Compliance). 

  20. Performs or assists with necessary Human Resource related audits (e.g. Workers Comp audit).

  21. Participates in meetings as needed.

  22. Oversee and direct the work of the Human Resources Generalist. 

  23. Collaborate with relevant leaders (accounting, finance, clinical, training and operations) to develop trainee staffing FTEs by position level and program assignments/rotations.

  24. Overseeing required staff training (e.g. Cultural Competency) or coordinating with other departments for required training (e.g. Information Systems for HIPAA, Safety, and Insync Training)

  25. Actively participate and follow Workforce, Education and Training Opportunities and Grants. Develop relevant content for proposals and/or presentations. Work in collaboration with the Development Director.




Trainees: Any item related listed above, in addition to the following:



  1. Review training council/association membership manuals and ensure alignment of stated requirements including but not limited to recruitment timelines and create an interview/recruitment timeline, including important deadlines.

  2. Ensure completion of all administrative tasks, including but not limited to documents (ie. school contracts, supervision agreement forms), in collaboration with relevant Training team members. Collaborate with Credentialing Department to begin Board Registration paperwork and ensure it is completed and submitted in a timely manner

  3. Plan the Welcome Retreat, Orientation Weeks, Holiday Party, Spring Celebration, Agency Annual Retreat, and Graduation on a timely basis, including, but not limited to, reserve the spaces, plan the menu and schedule, and create the guest list.

  4. Develop, lead/co-lead and maintain alumni events, as needed




OTHER:



  1. Meet with Supervisor on a weekly basis for individual supervision.

  2. Participate and/or present in relevant meetings based on assigned area of work scope.

  3. Demonstrate an understanding of The Hume Center’s Philosophy, Organizational Culture, and Organizational Channels of Communication through practicing an enabling model of working together.

  4. Attend other required meetings.

  5. Fulfill any additional duties specified by Supervisor, Vice-President, and/or CEO.
