Summary of Position


The Human Resources Manager oversees the day-to-day administration of HR operations, compliance, labor relations, and talent management. This role balances core operational HR functions—such as policy administration, legal compliance in HR processes, hiring, on-boarding framework, performance tracking, benefits administration, labor negotiation, and more.


 


While serving as a resource for staff, the primary focus of this position is to establish robust HR systems, ensure adherence to collective bargaining agreements and employment laws, and support leadership in managing performance and organizational efficiency.


 


It is anticipated that this position will work 21-29 hours per week, fully on site.



Key Responsibilities



Core HR Operations & Compliance (50%)




  • Policy & Handbook Management: Regularly review, update, and distribute the Employee Handbook to ensure policies remain modern, legally compliant, and aligned with organizational values.

  • Legal Compliance: Monitor and ensure absolute compliance with all federal, state, and local employment laws in HR practices. Oversee mandatory reporting, including FSA & 403(b) non-discrimination testing, 1095-C, Form 5500 filing, ALE, EEOC, and Occupational Employment Statistics.

  • Performance Tracking & Evaluation: Manage, maintain, and track the annual performance evaluation process. Partner with managers to draft, implement, and monitor corrective action plans and performance improvement plans (PIPs).

  • Maintain and update employee master records in BambooHR, ensuring personnel information is accurate, complete, and up to date

  • Compensation & Benefits: Manage union contract needs and implement and update the compensation and benefits program annually. Collaborate with the Executive Director on salary budgeting, market analysis, and cost-of-living adjustments (COLA). Working with benefits administrators to navigate the annual benefits renewal process.

  • Talent Acquisition & On-boarding: Administer the full-cycle recruitment process for all exempt, non-exempt, and temporary roles (job postings, phone screenings, interviews, background checks, and structured on-boarding/off-boarding).



Labor & Union Relations (25%)




  • Union Compliance Tracking: Monitor and track organizational compliance with the Collective Bargaining Agreement (CBA) to ensure all terms and conditions are consistently met.

  • Contract Negotiations: Serve as an active contributor to the management bargaining team during union contract negotiations; and act as a resource by providing data, analyzing proposals, and assisting with drafting language.

  • Grievance Process Management: Administer the formal employee grievance process, acting as a primary point of contact, coordinating hearings, documenting steps, and ensuring adherence to CBA timelines.

  • Union Information Requests: Coordinate, compile, and formally respond to all information requests received from the union in a timely and legally compliant manner.



Employee Support & Administration (25%)



  • Conflict Resolution: Guide and support leadership on resolving personnel incidents, disciplinary actions, and standard employee relations issues objectively.

  • Inquiries & Leave Administration: Respond to staff inquiries regarding benefits eligibility, leave administration (FMLA/paid leave), and general HR procedures.

  • Create and implement comprehensive training program for staff and management.


 


Qualifications



  • Education & Experience: Bachelor’s degree in Human Resources, Business Administration, or a related field (or equivalent experience) and at least 3 years of progressive HR experience.

  • Labor Relations Experience: Prior experience working in a unionized environment, with a solid understanding of collective bargaining agreements, grievance processes, and labor law

  • Compliance & Legal Knowledge: Demonstrated knowledge of federal, state, and local employment laws and regulations.

  • Technical Skills: High proficiency in Microsoft Office (Excel, Word) and HRIS/database management.


  • Key Skills:

    • Exceptional attention to detail and organizational skills.

    • Strong written and verbal communication skills, with the ability to interpret complex contracts and policies.

    • Tact, diplomacy, and an unwavering commitment to maintaining confidentiality.

Travel, Working Conditions, and Physical Environment



  • Able to sit at a workstation and/or look at a computer screen for the majority of the workday.

  • Minimal local travel (less than 5% of work hours).
