HR Specialist


Position Summary
The HR Specialist provides comprehensive support across multiple HR functions, including onboarding, compliance, employee relations, and HRIS administration. This role ensures all HR processes are completed accurately, timely, and in compliance with federal, state, and oversight agency requirements.


Key Responsibilities



  • Support onboarding activities, including processing new hires, maintaining personnel records, and ensuring completion of required employment documentation

  • Conduct and track all pre-employment background checks in accordance with SCO policies and oversight agency requirements, including OCFS, OMH, and OPWDD, as well as State Central Registry (SCR), Justice Center, and related clearances

  • Coordinate fingerprinting and clearance processes, ensuring all candidates meet regulatory requirements prior to hire or within required timeframes

  • Maintain accurate and up-to-date employee data in the HRIS, including personnel files, compliance documentation, and audit-ready records

  • Provide guidance to managers and employees on HR policies, procedures, and best practices

  • Assist in handling employee relations matters by supporting investigations, documentation, and follow-up actions in partnership with HR leadership

  • Support HR functions including benefits administration, compensation changes, performance management, and employee engagement activities

  • Participate in internal and external audits and ensure compliance with all applicable regulatory requirements

  • Schedule, track, and document HR activities such as training, onboarding milestones, and compliance requirements

  • Perform other HR-related duties as assigned


Qualifications



  • Bachelor’s degree in Human Resources or a related field preferred

  • Minimum of 2 years of HR or administrative experience, preferably in a regulated environment

  • Knowledge of HR compliance requirements, including background check processes and regulatory agency standards (OCFS, OMH, OPWDD preferred)

  • Experience working with HRIS and/or applicant tracking systems

  • Strong attention to detail, organizational skills, and ability to manage multiple priorities

  • Ability to handle sensitive and confidential information with professionalism
