Position Summary

The Information Technology Director is an executive leadership role reporting to the City Manager. The position establishes strategy, policy, and operational governance for the City of Converse's technology infrastructure. The Director oversees municipal IT operations supporting public safety, public works, administration, and finance. Key priorities include modernizing digital systems, strengthening cybersecurity, directing vendor relations, maintaining business continuity, and exploring innovative process improvements aligned with organizational goals.

•  Strategic & Collaborative: Aligns IT roadmaps with City goals and translates departmental needs into sustainable solutions.
• A Hands-On Project Manager: Directs vendors, manages complex system transitions, and resolves critical technical incidents with minimal disruption.
•  Security & Service-Focused: Protects data integrity and ensures 24/7 continuity for essential public safety and utility operations.
•  A Clear Communicator: Effectively explains technical risks, costs, and recommendations to the City Manager, City Council, and staff.

Essential Duties and Responsibilities

•  DOCUmation & Document Services: Serve as the City’s contract and service-management lead for DOCUmation-supported print, scanning, document workflow, and managed technology services. Monitor equipment performance, licensing, service levels, costs, cybersecurity, and vendor deliverables; coordinate service requests and escalations; and evaluate secure electronic workflows and automation. Ensure City records remain accessible, exportable, and compliant with applicable retention practices.

•  Telecom, Mobile, AV & Security Systems: Oversee telephone networks, internet connectivity, and full-lifecycle mobile device management (deployment, security, remote access, and secure data wiping). Coordinate audiovisual systems for City Council, emergency operations, and court operations, while managing the technology backbone of security cameras and physical access-control systems alongside Police and Facilities.

•  AI Governance & Implementation: Develop a responsible framework for evaluating AI in workflow automation and data analysis. Coordinate pilot projects, mandate human oversight, and establish strict safeguards to prevent the unauthorized input of confidential, personnel, or law-enforcement data into unapproved AI systems.

•  Process Improvement: Lead onsite process reviews to eliminate unnecessary steps, duplicate data entry, and paper-based routing. Measure improvements in processing time, cost, and security, and provide complete change-management and training support for new systems.

•  Vendor Management & Procurements: Serve as the primary contact for all tech vendors and managed service providers, establishing service standards and monitoring contract deliverables, costs, and SLA response times. Coordinate solicitations, evaluations, and contracts with Finance, Purchasing, and Legal.

•  Transition Management & Asset Control: Lead seamless vendor and platform transitions ensuring data ownership, secure export, and knowledge transfer. Mandate that departing providers return all City data and credentials, ensuring the City maintains direct, exclusive control over all critical administrative accounts, domains, certificates, and backups.

•  After-Hours Support & Emergency Operations: Establish and maintain a documented after-hours response and escalation process for critical incidents, planned maintenance, and emergency operations. The Director provides management oversight and backup coverage when designated IT services are unavailable or when an incident affects public safety, cybersecurity, essential City services, or multiple departments. Escalate to the appropriate third-party vendor when an issue involves a vendor-managed system, exceeds internal technical capability or access, requires warranty or contractual support, or cannot be resolved within established response and recovery targets. Coordinate participation in the Emergency Operations Center, schedule low-disruption maintenance, and document incident causes, impacts, actions, and resolutions.

•  Business Continuity & Disaster Recovery: Develop, maintain, and test IT Continuity of Operations and Disaster Recovery plans via documented backup-restoration tests and recovery exercises. Identify single points of failure and establish recovery priorities, backup requirements, and recovery-time/point objectives. Coordinate continuity planning and recommend system redundancy for emergency management, public safety, Finance, HR, Municipal Court, and utility services.

•  Budget & Procurement: Administer the IT budget and manage the Technology Services Fund. Evaluate total cost of ownership to develop multiyear cost projections and lifecycle-replacement schedules for infrastructure, hardware, software, licensing, cybersecurity, telecommunications, and professional services. Draft and review RFPs, RFQs, IFBs, and purchase specifications, and prepare agenda materials and fiscal-impact analyses for City Manager or City Council approval.

•  Asset Management: Maintain a highly accurate Citywide inventory of technology systems, devices, applications, licenses, contracts, warranties, and subscriptions. Plan for the secure replacement, transfer, reuse, retention, and disposal of all technology assets and data.

• Service Delivery & Staff Leadership: Build a customer-focused tech culture by overseeing service requests, troubleshooting, user access, account administration, and equipment deployment (including employee onboarding, transfers, and separations). Prioritize issues by cyber risk, public safety, and operational urgency, ensuring corrective action on recurring problems. Supervise and evaluate IT employees while promoting professional development, cross-training, succession planning, and relevant certifications.

Minimum Qualifications

Education

• Bachelor’s degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, Cybersecurity, Business Administration, Public Administration, or a closely related field.
•  An equivalent combination of relevant education, training, certifications, and experience may be considered in accordance with City requirements.

Experience

•  Seven years of progressively responsible professional information technology experience.
•  At least four years of management, supervisory, administrative leadership, or technology program leadership experience. Municipal or other public-sector technology leadership experience is preferred.
• Experience overseeing infrastructure, cloud services, enterprise applications, cybersecurity, technical support, vendors, projects, budgets, and business continuity.
• Experience leading complex technology implementations, migrations, upgrades, or provider transitions.

Required Technology Experience

Applicants must demonstrate:

• Experience managing, administering, supporting, or optimizing Tyler Technologies Incode or comparable financial enterprise resource planning (ERP) software in a municipal, public-sector, or similarly complex environment.
• Experience managing Barracuda Networks products or directly overseeing a comparable enterprise cybersecurity environment.
• Experience overseeing DOCUmation-supported solutions is helpful but not required; experience with comparable document management, managed print, scanning, workflow, or managed technology service providers is acceptable.
• Proficiency overseeing Microsoft 365, cloud-based storage, cybersecurity tools, identity and access management, and enterprise resource planning systems.
•  Experience managing third-party technology vendors and holding providers accountable for service delivery.
•  Experience streamlining business processes through automation, workflow redesign, integration, or improved technology use.
• Ability to respond to or coordinate after-hours support for critical technology incidents.

Preferred Qualifications

• Technology leadership experience in municipal government, county government, another public-sector organization, or a similarly complex service environment.
•  Experience supporting police, fire, utilities, emergency management, courts, finance, payroll, human resources, records, or other essential operations.
•  Experience developing cybersecurity, incident response, business continuity, and disaster recovery programs.
•  Experience evaluating or implementing AI, automation, analytics, or emerging technology initiatives.
•  Experience presenting recommendations to a city manager, city council, governing board, or executive leadership team.
•  Relevant certifications such as CISSP, CISM, Security+, PMP, ITIL, Microsoft Azure, Microsoft 365, Cisco, Barracuda, or comparable credentials.

Knowledge, Skills, and Abilities

• Strong knowledge of municipal IT infrastructure, cloud computing, network security, data protection, enterprise applications, telecommunications, and technical support.
•  Knowledge of Microsoft 365 administration, cloud-storage governance, identity and access management, licensing, retention, backup, recovery, and information security.
•  Knowledge of applicable public-sector cybersecurity and data-protection requirements, including the CJIS Security Policy, NIST frameworks, PCI DSS, and HIPAA when applicable to the City’s systems, operations, or data.
•  Knowledge of telecommunications, mobile-device management, audiovisual systems, security-camera technology, and electronic physical access-control systems.
•  Ability to oversee Incode or comparable financial ERP software, Barracuda or comparable enterprise cybersecurity tools, DOCUmation or comparable document-service providers, and other critical City technology services.
•  Skill in maintaining data integrity and governance across on-premises, hosted, and cloud-based information.
• Skill in preparing RFPs, scopes of work, technical specifications, evaluation criteria, agenda materials, fiscal analyses, and technology recommendations.
•  Skill in project planning, budget management, procurement, contract administration, and vendor management.
•  Ability to plan and manage operational and capital technology expenditures across multiple departments.
• Ability to analyze technology trends and recommend practical, secure, and cost-effective improvements.
• Ability to manage competing priorities, projects, deadlines, outages, cybersecurity events, and vendor disputes.
•  Excellent written and oral communication, leadership, collaboration, analytical, and problem-solving abilities.
•  Ability to maintain confidentiality and protect sensitive City information.

Special Requirements

•  Must possess or obtain a valid Texas driver’s license within the period established by the City and maintain an acceptable driving record.
• Must be able to travel between City facilities and work locations.
•  Must be available to provide management oversight or backup coverage after hours when designated IT staff are unavailable, and to coordinate response to critical incidents, planned maintenance, or emergency operations, including escalation to third-party vendors when required.
•  May be designated as essential personnel for emergency response, continuity of operations, and disaster recovery.
• Must successfully complete applicable background, credential, driving-record, and pre-employment requirements established by the City.
