Under general supervision, performs detailed inspections of multi-disciplined public works, waterworks and utility construction projects; integrates plans, details and specifications to ensure construction and contract compliance; prepares project inspection reports; assists in the change order process; and performs related duties as assigned.
MINIMUM QUALIFICATIONS
Knowledge of:
Laws, statutes, codes and ordinances governing public works projects involving water facility construction including American Concrete Institute (ACI), National Electric Code (NEC), American Water Works Association (AWWA), American Society for Testing and Material Standards (ASTM), federal, state, county and city regulations; common engineering construction methods; water system operation, installation and applicable District procedures; proper usage of construction materials and equipment; safety requirements and procedures pertaining to work practices; theories, principles and practices of engineering, hydraulics, electronics, chemistry and mathematics, including algebra, geometry and trigonometry; asphalt paving and structural concrete; pump and motor operation; construction principles, methods and techniques; surveying principles, methods and techniques; compaction principles, methods and techniques.
Ability to:
Analyze and interpret complex water facility construction plans and specifications; operate and use common construction and surveying tools, drafting tools, electronic locators, cameras, two-way radios, valve books and keys, valve cleanout wrench, aperture card viewer, pipeline and underground utility locators, concrete testing equipment, nuclear density gauges and electronic testing gauges; make quantity calculations and prepare estimates; inspect routine and difficult engineering construction; enforce and interpret regulations with firmness, tact and impartiality; record and design accurate and neat sketches during on-site field inspections; perform field tests following precise procedures and interpret observations and test results to determine acceptability; coordinate necessary work between several entities; establish and maintain effective working relationships with contractors, property owners and the public; work independently in the field.
Training and Experience:
The following are typical ways of obtaining the knowledge, skills and abilities outlined above:
Inspector I – Graduation from high school or G.E.D. equivalent; and four years of experience in public works construction, including two years as a project inspector in the waterworks industry; or an equivalent combination of training and experience.
Licenses; Certificates; Special Requirements:
A valid Nevada driver’s license and the ability to maintain insurability under the District’s Vehicle Insurance Policy.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
Specific hearing requirements include the ability to hear phone conversations, in-person conversations under normal office conditions, signal warnings while operating and/or working around moving equipment; and the ability to differentiate operating equipment sounds.
The employee must frequently lift and/or move up to 50 pounds and occasionally up to 100 pounds.

While performing the duties of this class, employees are regularly required to use written and oral communication skills; read and interpret data, information and documents; analyze and solve problems; use math and mathematical reasoning; observe and interpret situations; learn and apply new information or skills; perform highly detailed work; work under deadlines with constant interruptions; perform multiple, concurrent tasks; interact with District staff and other organizations; and occasionally interact with dissatisfied or quarrelsome individuals.
