About the Job
The qualified applicant will support the Space Security and Defense Program (SSDP) in Colorado Springs, CO, with anticipated travel in support of SSDP’s Space Domain Awareness (SDA) division force design development efforts. The Space Intelligence (Intel) & Reconnaissance (Recon) Force Design and Integration applicant will integrate strategic guidance, operational scenarios, and Space Warfare and Analysis Center (SWAC) analysis into the SDA Force Design at multiple classification levels. The qualified candidate will support United States Space Force (USSF) decisions for resourcing, policy development, and operational planning. The applicant must have a technical understanding of the SDA mission area and capabilities, an understanding of traditional intelligence, surveillance, and reconnaissance (ISR) capabilities and processes, and must be capable of translating USSF capabilities into the joint context to allow for joint integration. The applicant should be able to understand complex analysis to support a cohesive, integrated SDA Force Design at multiple classification levels on a recurring basis. To emphasize, the applicant will not be focused on traditional space-based ISR capabilities in support of terrestrial joint operations but will be informing future Intel/Recon architectures to characterize orbital threats to national space-based capabilities.

DUTIES AND RESPONSIBILITIES
  • Support and integrate SDA capability area Force Designs into an Integrated Force Design. Focus is on architecting the US Space Force’s space Intel & Recon capabilities to meet combatant command (CCMD) requirements
    • Assess and conduct a detailed and thorough gap analysis for Space Intel/Recon-based requirements. The results of the gap analysis will drive the Force Design efforts
  • Capture and recommend Force Design dependencies and opportunities (joint, intelligence community, industry, international, and other government organizations)
  • Ensure requirements of the Force Design fulfill joint requirements and warfighting scenarios; ensure traceability of SWAC recommended requirements to approved requirements documents
  • Coordinate Force Design recommendations and translate them into system level performance parameters; assist with documenting and advocating for recommended requirements through validation processes for the Service, Joint forces, and acquisition organizations
  • Document SDA Force Design results and recommendations in accordance with SWAC’s established force design processes and procedures. Example includes inputs to an annual Capability Area Design Document to include:
    • Concept and joint narrative
    • Key driving requirements, assumptions, limitations, and dependencies
    • Analytic framework and results
    • Design options
    • Capability-area-level performance parameters
    • Partnership opportunities and dependencies to include international partnerships.
    • Technology readiness and science & technology needs
    • Policy recommendations
  • Assist in the execution of Force Design forums (e.g. concept calls, working groups, etc)
  • Coordinate and implement SSDP/SDA strategic guidance and messaging
  • Familiarity with STK, with the ability to add and validate a single force design on-orbit satellite with a sensor into a pre-existing STK module for gap analysis.
  • Create, modify, and maintain Intel/Recon presentations clearly describing SDA Force Design plans, status, results, and recommendations for SWAC, USSF, and DoD senior leaders and the wider community
  • Draft, review, and refine administrative products (memos, position papers, etc.)
  • Craft responses to senior leader, HHQ, and CCMD inquiries

To successfully execute the above duties and responsibilities, the applicant should have soft skills such as:
  • Strong project management skills: organize and lead meetings with various stakeholders across a spectrum of space disciplines; continually collaborate with outside organizations; and create plans and milestones for Intel/Recon deliverables to the SDA Force Design
  • Ability to create decision quality materials for senior leaders
  • Understanding complex technical issues and produce recommendations for a wide audience
  • Applying critical thinking in complex and dynamic organizational environments
  • Having strong communication skills (technical writing, developing presentations, etc.)
  • Familiarity with modeling and simulation and ability to work effectively with engineers and analysts
  • Strong networking and interpersonal skills
