Summary You will serve as a GG-0132-13 Intelligence Specialist within the COMPACFLT MILITARY INTEL PROGRAM at Pearl Harbor, Hawaii. As a member of the Foreign Engagements Department, you will establish, coordinate, and support foreign cooperative collection, analysis, and exchange programs through direct contact with foreign military and intelligence service representatives. Responsibilities You will establish, coordinate, and support foreign cooperative collection/analysis/exchange programs through direct contact with foreign military and intelligence service representatives. You will ensure that the Pacific Fleet Director of Intelligence and Information Operations is properly supported in all dealings with foreign government and military officials. You will coordinate travel of official Pacific Fleet parties, to include protocol/logistic support and official gift exchanges. You will negotiate agreements with foreign government official pertaining to intelligence cooperation on behalf of the organization. You will conduct extensive liaison with operating and policy level personnel of the Navy, Department of Defense, and others in the Intelligence Community in matters pertaining to foreign intelligence cooperation. You will perform analytical and support tasks and provide policy recommendations as the Pacific Fleet Foreign Disclosure Officer. You will prepare recommendations on foreign disclosure actions, advise personnel on foreign disclosure policy and procedures, facilitate release of information to foreign nationals, and conduct technical reviews of information. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector, such as: 1. Establish, coordinate, and support foreign cooperative collection/analysis/exchange programs through direct contact with foreign military and intelligence service representatives. 2. Compose and deliver written/oral briefs to prepare senior civilians and flag rank officers for service staff talks and negotiation/meeting with foreign counterparts. 3. Conduct extensive liaison with operating and policy level personnel in matters pertaining to foreign intelligence cooperation. 4. Perform analytical and support tasks and provide policy recommendations as the organization's Foreign Disclosure Officer.
