Overview

The Agency of Commerce and Community Development (ACCD) is seeking an experienced finance and operations leader to head our Business Office as the Administrative Services Director IV. The ideal candidate has an extensive background in the budgeting and management of State and Federal funds, is organized and detail-oriented, communicates and coordinates effectively, and is an experienced team leader that will help shape the future of Vermont's economy, housing, and communities.



ACCD leads many of Vermont's key initiatives to improve quality of life and build strong communities. The Agency oversees:



  • Preservation of historic sites

  • Development of housing and land use policy

  • Community recovery and revitalization programs

  • Promotion of Vermont as a place to visit and live

  • Many other programs central to Vermont's economic and community vitality


 


The Business Office plays a critical role by managing budgeting, financial operations, and reporting, as well as core administrative functions such as payroll, space and equipment management, intra-office coordination, and process improvement.



The Administrative Services Director IV will:



  • Lead a team of 7 dedicated business office professionals

  • Oversee a $75 million Agency operating budget

  • Manage personnel administration for approximately 100 Agency employees

  • Shape day-to-day administrative operations Agency-wide

  • Drive innovations that improve employee experience and program outcomes


 


This position reports to the ACCD Deputy Secretary and serves as a member of the Agency Leadership team. The role collaborates extensively with the Department of Finance and Management, other State agencies, and the Vermont General Assembly.



Ideal Qualifications



  • Strong understanding of State of Vermont financial management policies and procedures

  • Working knowledge of the State's financial and human resources systems: VISION, VTHR, and Adaptive

  • Experience successfully leading a team and exhibiting essential leadership skills such as trust, emotional intelligence, and accountability

  • Ability to research and interpret State and federal statutes, regulations, and policies

  • Experience providing information and testimony to the VT General Assembly or similar public body


 


Location and Work Schedule



  • Full-time position based in Montpelier, Vermont, on the scenic National Life campus with access to recreation trails, an onsite cafeteria, and outstanding views

  • Some telework may be available to support work/life balance


 


Term
This is an INTERIM position with an expected duration of approximately three years.

Environmental Factors

Work is performed in a standard office setting.


Minimum Qualifications

Master's degree in accounting, business or public administration or a related field AND three (3) years or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office, department or agency.


 


OR


 


Bachelor's degree in accounting, business or public administration, office administration or a related field AND five (5) years or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office, department or agency.


 


OR


 


Bachelor's degree AND six (6) years or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office, department or agency.


 


OR


 


 


High School diploma or equivalent AND ten (10) years or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office, department or agency.


 


OR


 


One (1) year or more as an Administrative Services Director III with the State of Vermont.


 


NOTE: Only administrative work experience is qualifying. Administrative support includes those functions which keep the organization running or provide the resources for others to provide the programmatic work (e.g., accounting, budget management, grant administration, finance, human resources, payroll, purchasing, or space management).

Special Requirements

For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
