Job Description - International Nuclear Safeguards Engagement - Program Analyst


The Program Analyst provides critical strategic and operational support to the International Nuclear Safeguards Engagement Program (INSEP) within the National Nuclear Security Administration's Nonproliferation and Arms Control Office. Supporting U.S. national security objectives and the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), the incumbent manages a diverse portfolio of global safeguards and capacity-building initiatives. This role requires high-level dependability and the ability to maintain mission continuity during periods of significant operational demand.

Primary Responsibilities

  • Portfolio Management: Lead regional and multilateral portfolios, such as the Middle East and North Africa (MENA) and Sub-Saharan Africa (SSA), liaising with senior official in foreign partner governments and contributing to long-term strategy development.
  • Strategic Coordination: Act as a primary liaison between federal leadership, interagency partners, and the DOE National Laboratory complex to ensure successful implementation of technical engagements.
  • Training & Implementation: Manage multilateral safeguards training portfolios, coordinating the planning and execution of multiple annual engagements for non-nuclear weapon states party to the NPT.
  • Analytical Support: Conduct complex research and data analysis to document program evaluations, develop briefing materials, and support office-wide priorities under high-pressure deadlines.
  • Operational Leadership: Form and guide multidisciplinary engagement teams, ensuring project cohesion and alignment across diverse stakeholders while stepping in to fill critical mission gaps.

Requirements

Minimum Qualifications

  • Education/experience: Bachelor's Degree and 6 years relevant professional experience OR Masters degree and 4 years relevant professional experience. 
  • Skills: Exceptional organizational and communication skills with proven ability to manage high volumes of simultaneous, complex work in a dynamic global environment.

Desired Qualifications 

  • French and/or Arabic language skills 
  • Active Top Secret or "Q" security clearance

 

Position Location: Onsite in Washington, DC 

Travel Required:  Approximately 25%
