Position Description 


Secure the peace, uphold the law and protect the health and welfare of the citizens of Hubbard County.


Essential Duties and Responsibilities



  • Conduct general patrol and traffic enforcement.

  • Respond to emergency and non-emergency calls for service.

  • Enforce federal, state and local laws.

  • Conduct investigations and follow up to prior incidents.

  • Prepare reports and required documentation.

  • Assist other law enforcement agencies, state agencies and fire departments.

  • Assist probation officers with enforcement of court orders pertaining to adults and juveniles under court-imposed probation.

  • Attend required trainings.

  • Interview complainants, witnesses and others as well as conduct interrogations of suspects. Evaluate and interpret the statements obtained.

  • Identify, analyze and evaluate criminal trends. Identify, recruit and manage confidential informants and provide the information gained to the patrol division and other law enforcement agencies.


Qualifications and Knowledge, Skills and Abilities


Minimum qualifications



  • Associate degree or higher in Criminal Justice and three years law enforcement work experience

  • MN P.O.S.T. Board certification and licensure

  • Valid driver’s license

  • Successfully pass a comprehensive pre-employment background check, psychological evaluation and physical, contingent upon a job offer


Knowledge, Skills and Abilities


Knowledge:  Geography of Hubbard County, as well as the road and street system. MN criminal code and MN motor vehicle and traffic laws. Law enforcement terminology and procedures. Basic life saving techniques. Interviewing methods and techniques. Modern police methods and procedures, including the knowledge of criminal investigation, interview, gathering and preserving evidence, rules of evidence, and documentation of reports


Adhere to all laws, statutes, policies and rules with the essential level of confidentiality and safety required of the position.


Skills: English grammar, punctuation and vocabulary. Report writing. Learn and apply self-defense techniques. Judgment and discretion in dealing with citizens. Computer operation in a Microsoft environment. Safe and effective emergency vehicle operation. Conduct criminal and traffic investigations. Effective courtroom testimony skills. Report writing, interview and interrogation techniques. Proficient in using automated systems relevant to the position.  Communicate effectively both orally and in writing with all stakeholders relevant to the position.  Detail-oriented with strong organizational skills, accuracy, and problem solving.


Abilities: Work independently in wide variety of settings and work with minimal supervision. Cope with a variety of stressful situations firmly, courteously, tactfully, and with respect for the rights of others. Think clearly and act quickly in emergency situations. Follow established procedures and directives from supervisors. Prioritize and multi-task to meet deadlines and maintain workflow. Maintain confidentiality and data privacy; safe working environment. Make decisions in response to emergency situations. Perform tasks simultaneously; function under stressful situations; deal with hostile or difficult people. Utilize de-escalation techniques. Perform prolonged and detailed investigations, gather pertinent facts, integrate data into objective patterns leading to the solution and disposition of criminal cases. Establish and maintain effective working relationships.  Follow established procedures and directives from supervisors. 


Preferred Qualifications



  • Bachelor’s degree in criminal justice

  • Work experience in interview and interrogation techniques, death investigation, Corner House training, evidence and crime scene processing, investigative methodology training and constitutional law training
