Starting Salary: $36.00/hour, 35 hours per week
First Responder/Essential Employee Status: This position is not classified as a first responder under the Federal Labor Standards Act or Louisiana Revised Statutes 33:9103 and 33:9124. However, it is designated as Essential Personnel and may require reporting for duty during major events and/or declared emergencies. Failure to report as required may result in immediate dismissal.

Job Purpose/Summary of Position

Reporting to the Technical Operations Manager, the IT Applications Engineer II will support OPCD reporting systems, QuickBase applications, and administrative office systems. Strong knowledge of relational databases (e.g., MS-SQL), scripting languages, and core application development principles is highly beneficial. Familiarity with APIs and third-party system interfaces is preferred.

The IT Applications Engineer II operates with greater expertise and independence than IT Engineer I roles, requiring minimal supervision. Responsibilities include vendor and product selection, managing vendor relationships, and overseeing project management for system deployments and upgrades.

Position Responsibilities
 

• Deploy, configure, maintain, and troubleshoot mission-critical applications for Administrative and Operations Personnel, excluding public safety applications.
• Configure, test, and maintain operating systems, application software, and system management tools.
• Collaborate with partner public safety agencies to improve efficiency in administrative support components.
• Maintain and support OPCD’s non-mission-critical network for administrative offices and administrative functions of 911 and 311 operations.
• Monitor and ensure the integrity of OPCD’s installed systems and infrastructure.
• Investigate and resolve trouble tickets promptly.
• Plan and implement system automation to enhance efficiency.
• Liaise with vendors and keep stakeholders informed of relevant developments.
• Perform and maintain regular data backups as needed.
• Work independently with minimal supervision.
• Recommend and implement system improvements, including hardware and software upgrades.
• Assist with end-user systems training as needed.
• Notify appropriate personnel of critical issues with communications or computer equipment.
• Attend required training courses and sessions.
• Perform other duties as assigned.

• Associate’s degree in Computer Engineering, Computer Science, Information Systems, or a related field, or five (5) years of equivalent experience.
• Three (3) years of experience in IT, database management, application configuration and management, or networking, focused on Enterprise-Level system configuration and maintenance.
• Strong oral and written communication skills, effective with individuals and groups.
• Successful completion of a criminal background check and drug screening.
• Willingness to work all shifts, including weekends and holidays, with potential for reassignment based on agency needs.

• Bachelor’s degree in Computer Engineering, Computer Science, Information Systems, or a related field, or seven (7) years of equivalent experience.
• Two (2) years of experience in IT, database management, application configuration, or networking, focused on maintaining and configuring enterprise-level Public Safety, Law Enforcement, EMS, or Fire systems.

• Light physical effort, including occasional lifting, bending, kneeling, stooping, pushing, or pulling.
• Ability to type accurately at 35 wpm, verified by onsite assessment.
• Prolonged viewing of computer screens with sufficient visual acuity, with or without correction.
• Adequate hearing for repetitive listening to emergency calls and performing essential job functions.

• This position includes an on-call rotation and requires residency within the Greater New Orleans Metropolitan Area (within 25 miles or a standard 30-minute drive from OPCD).
• Standard work hours are seven hours per day, Monday through Friday, scheduled between 8:00 AM and 5:00 PM, as directed by the Technical Operations Manager.
• Nights or weekends may be required based on circumstances, and shifts may be reassigned at any time based on agency needs.
• Reporting to work during major events and/or declared disasters is mandatory.
• This role must be the employee's primary employment. Conflicts due to undisclosed or secondary employment may result in termination and a failure to disclose other employment may result in termination.
