POSITION SUMMARY
The Enterprise Systems and Application Architect supports the implementation, administration, and continuous improvement of the Authority’s enterprise systems, including business systems (ERP, financial, HR), operational systems (water/wastewater treatment, regulatory compliance, laboratory information management), and enterprise asset management systems, among others. The Analyst ensures these applications operate reliably, securely, and efficiently to support organizational operations, regulatory requirements, and strategic initiatives.
This position serves as a critical link between business units and IT, translating operational and regulatory needs into system configurations, workflows, and reporting solutions while ensuring data accuracy, process standardization, and user adoption across the enterprise.
This position is located at our Dallas, TX facility.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. System Configuration & Administration
Configure, maintain, and administer enterprise applications, including workflows, modules, business rules, security roles, and user roles, ensuring secure and efficient operation.
2. Business Process & Workflow Support
Analyze business, operational, and regulatory requirements and configure system workflows, rules, and forms to standardize and optimize processes.
3. Implementation, Upgrades & Release Management
Support system implementations, enhancements, and upgrades; participate in coding, testing, validation, and deployment planning to ensure smooth transitions.
4. Data Management & Quality Assurance
Ensure data accuracy, completeness, and integrity. Design, implement and monitor system database, validate reports, and manage imports/exports or integration data flows.
5. Integration Support
Coordinate and validate integrations between enterprise systems (ERP, EAM, LIMS, SCADA, GIS, etc.), ensuring reliable data transfer and functional alignment.
6. Reporting & Analytics
Develop and maintain reports, dashboards, and extracts to support operational metrics, regulatory compliance, and audit requirements.
7. User Support & Training
Provide application support, troubleshoot issues, develop documentation, and train users to ensure effective adoption of systems.
8. Vendor & Stakeholder Coordination
Serve as the liaison with software vendors and internal stakeholders to manage enhancements, resolve issues, and ensure systems continue to meet organizational needs.

QUALIFICATIONS
EDUCATION
Bachelor’s degree in Computer Science or another computer-related degree plan is required.
EXPERIENCE
Minimum of 4 years of experience administering or supporting enterprise applications.
Experience configuring workflows, business rules, forms, or system modules.
Experience supporting users, troubleshooting application issues, and working with software vendors.
Experience with data management, data validation, or data integrations (API-based, ETL, or import/export processes).
CERTIFICATES, LICENSES, REGISTRATIONS
CompTIA Security+ or approved equivalent (Required). Advanced security certifications (Preferred).
Valid Texas Driver’s License (Required)
Relevant certifications, such as Certifications in enterprise platforms (Preferred)
Project Management or Process Improvement Certifications (Preferred)
Database certifications (Preferred).
KNOWLEDGE
Principles of enterprise system administration, including configuration, workflows, business rules, permissions, and module functionality.
Fundamentals of how large-scale enterprise systems support business operations, regulatory processes, asset management, finance, or operational activities.
Application lifecycle concepts such as implementations, upgrades, testing, and change management.
Business Processes & Functional Domains Knowledge – such as ERP or EAM systems, or operational or regulatory and environment compliance, water/wastewater operations and maintenance.
Data management concepts, including data quality, validation, governance, and error resolution.
System integration concepts such as APIs, web services, ETL processes, and file-based imports/exports
User access control, role-based security, and data privacy principles.
Project coordination, requirement gathering, workflow documentation, and vendor collaboration.
Change management, testing, and rollout planning best practices.
SKILLS AND ABILITIES
Strong analytical, troubleshooting, and problem-solving skills.
Ability to translate business requirements into system configurations.
Effective communication and collaboration with technical and non-technical stakeholders.
Proficiency in reporting, dashboards, and data analysis.
Ability to manage multiple projects and priorities simultaneously.
Strong attention to detail and commitment to data quality.
Ability to learn new enterprise systems quickly and provide guidance to users.
GUIDANCE RECEIVED
Typically receives general direction about assignments and work results to be attained. Requires judgment to determine which methods apply and what data/information should be considered. Position must think through how issues can be addressed within existing policies and procedures, and may assist others with more complex work methods and problems.
PHYSICAL DEMANDS
Primarily a sedentary, office-based role. Physical demands are minimal.
WORKING CONDITIONS
Standard office setting. Standard 40-hour workweek, Monday through Friday, with occasional extended hours as project deadlines or urgent tasks require.
TOOLS AND EQUIPMENT USED
Laptop and two 32-inch monitors. Software development tools: Visual Studio, IDEs, SQL management, ETL tools, and Power BI.
