POSITION DESCRIPTION

POSITION TITLE: Information Technology (IT) Manager

LOCATION: YTT Main Office and Yakutat Community Health Center

REPORTS TO: Chief Executive Officer

PAY GRADE: 18

FLSA STATUS: Exempt

ESC CODE: 11-3021

FUNDING SOURCE: Indirect

CONTROLS: Supervisory

Position Summary:

This position is responsible for the development, management and implementation of the Yakutat Community Health Center (YCHC) and Yakutat Tlingit Tribe (YTT) information technology (IT) operations and services, including service desk, network infrastructure, and system administration. The IT Manager ensures the informational and technological components of the IT department provide innovative, efficient, and effective technical support and innovative service. This position will create business value through technology, use strategic planning to determine business growth objectives, oversee the development of customer service platforms, and, oversee information risk management (IRM) provides oversight. This position leads the establishment of appropriate IT strategies, standards, processes and policies.

This position requires compliance with Health Center's compliance standards, including its Standards of Conduct, Compliance Program, and policies and procedures. Such compliance will be an element considered as part of the position's regular performance evaluation.

Essential Functions:

Provide management oversight of all daily activities of the YCHC/YTT's IT operations; manage and oversee YCHC/YTT's IT projects.
Hire, train, assign, schedule, direct, supervise, evaluate and discipline employees; set priorities and deadlines; and develop training and professional development plans.
Oversee the creation and implementation of the IT road map, consistently updating progress and ensuring adherence to schedules and budgetary planning.
Identify funding needs in alignment with YCHC/YTT's operations; submit budget requests; manage grants and grant funding and provide reports on related spending and purchases.
Partner with YCHC/YTT leadership to develop IT priorities, strategies, and goals.
Research developments in the field and makes recommendations for the implementation of new technologies, standards, processes, policies and procedures.
Install and configure computer hardware, software, systems, networks, printers, and scanners as needed in conjunction with the assistance of contracted IT business support; repair and/or replace equipment as necessary.
Audit IT processes for continuity, safety, and HIPAA and CJIS compliance.
Develop and implement business continuity protocols to minimize disruption to business operations in the event of emergency situations or data loss.
Manage and maintain the support services portfolio and programs; coordinate with business teams to analyze project contracts, proposals, requirements, and service level agreements.
Establish efficiency and efficacy standards, providing recommendations for improvement of IT infrastructure; manage project planning, staffing, scheduling, and expenses.
Analyze IT infrastructure and systems performance to assess operating costs, productivity levels, upgrade requirements, and other metrics and needs.
Oversee security of systems, networks, and enterprise information; facilitates IT security audits or investigations.
Develop and maintain relationships with external IT vendors and service providers.
Evaluate IT risk management policies and procedures, ensuring their consistent adoption across all departments and conducting IT risk management audits. Prepare and submit semi-annual risk management reports to the YTT Chief Executive Officer and the YCHC IT Consulting Committee.
Directs and coordinates the work of assigned contractors.
Confers with IT employees to provide technical advice and to resolve problems, review status reports and address issues; reviews reports to identify and mitigate problems; facilitates post-incident discussions.
Ensures that appropriate IT training and support is available to all employees.
Ensure all employees fulfill cyber security training requirements on a yearly basis.
Alert appropriate departments and employees in the event of emergencies, outages, and other conditions requiring response.
Must comply with federal laws and regulations as required by the Health Insurance Portability and Accountability Act (HIPAA).
Team Management:
Lead and supervise your team, providing guidance, support, and coaching as needed.
Set performance goals, conduct regular performance evaluations, and facilitate professional development for team members.
Foster a positive team culture, encourage collaboration, and resolve conflicts or issues within the team.
Work with your team to ensure proper time management
Monitor team performance and service metrics, identify areas for improvement, and implement corrective measures as required.
Coordinate with other departments, such as sales, operations, and support, to ensure seamless service delivery and customer satisfaction.
Provide technical guidance and support to team members, troubleshooting complex issues, and ensuring effective problem resolution.
Stay up to date with industry trends, emerging technologies, and best practices related to managed services.

Work Environment/Physical Demands:

The environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, meeting and training rooms, requiring use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals. The work area is adequately lighted, heated, and ventilated.

The work requires some physical exertion, such as recurring bending, crouching, stooping, stretching, reaching, or similar activities, or recurring lifting of moderately heavy items. The work may require specific, but common, physical characteristics and abilities, such as above average agility and dexterity. The employee must be able to read, write, speak and hear.

Supervisory and Management Responsibility:

This position is a first level supervisor and is responsible for the work performance of assigned employees. Supervisory responsibilities are carried out in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Minimum Qualifications: Bachelor's degree in computer science, Information Technology, or another related field. Post-secondary education or experience which provides the expertise required to effectively perform the functions of the position may substitute for the degree on a year for year basis.
Three (3) years of progressive information and technology experience with enterprise-wide server and directory installations, server-based applications and technology infrastructure operations including at least one (1) year of management or supervisor experience. Experience in a hospital or healthcare system setting is preferred.
Working knowledge of 365 Management, Licensing, TEAMS Admin, MS Forms, Power Automate, MS Access, and Power BI
Technical Support Fundamentals certification and Project Management/Portfolio Management certification required.
Full COVID-19 vaccination required unless a documented medical or religious exemption is approved.
Possession or ability to readily obtain a valid driver's license issued by the State of Alaska with a clean driving record.
Must successfully pass a criminal and background check.
