This role partners with government stakeholders, technical teams, and program leadership to deliver forward\u2011leaning modernization strategies that improve mission performance, reduce technical debt, and support enterprise transformation. The consultant provides hands\u2011on expertise in cloud readiness, infrastructure modernization, automation, and AI/GenAI adoption to help agencies advance digital capabilities and operational efficiency.\n\nThe IT Modernization Consultant will help operate and maintain a US government agency\u2019s enterprise IT infrastructure and enhance key systems to support operating programs and increase efficiencies. The project scope includes operations support, systems engineering and lifecycle management, network operating services, end user support and technical assistance, engineering support, and design, implementation, and maintenance of IT systems and services to ensure the availability, performance, security, and reliability of IT infrastructure and applications.\n\n* * *\n\nJob Duties: \n\nThe IT Modernization Consultant provides technical and analytical expertise across modernization workstreams, ensuring solutions align with federal requirements, enterprise architectures, and agency mission needs. \n\n\u2022 Supporting assessment, planning, and implementation activities for cloud, data, automation, and infrastructure modernization initiatives. \n\u2022 Applying knowledge of enterprise IT systems, modernization patterns, and IT operations to guide architectural and technical recommendations. \n\u2022 Leading or contributing to prototypes, sandboxes, and emerging\u2011technology demonstrations, particularly for AI/GenAI workflows in support of government missions. \n\u2022 Coordinating with cross\u2011functional teams to refine requirements, evaluate modernization alternatives, and support deployment and integration activities. \n\u2022 Advising on policy\u2011driven operations, automation opportunities, and service improvements to enhance scalability, performance, and reliability. \n\u2022 Preparing technical documentation, analysis, modernization roadmaps, and implementation materials for government stakeholders. \n\u2022 Supporting change\u2011management, testing, performance analysis, and risk identification across modernization efforts. \n\u2022 Ensuring technical recommendations comply with federal standards, best practices, and agency\u2011specific modernization models.\n\n* * *\n\nBasic Qualifications: \n\n * Minimum 8 years of experience supporting IT Modernization for enterprise-wide organization.\n * Bachelor\u2019s degree in information systems, engineering, computer science, related discipline or equivalent experience. \n * High School Diploma + 4 additional years of experience = Associate\u0027s Degree\n * Associate\u0027s Degree + 4 additional years of experience = Bachelor\u0027s Degree\n * Minimum 1 year of experience implementing AI/GenAI solutions for government agency(ies).\n * Cloud service provider (CSP) foundational certification (AWS, Azure, or GCP).\n * AI certification supporting applied machine learning or GenAI solution development. \n \n\n\n\n\nPreferred Qualifications:\n\n * Demonstrated experience supporting federal IT modernization projects, including cloud migration, system upgrades, automation, or enterprise IT enhancements.\n * Ability to provide analytical, technical, and consultative support in cross\u2011functional modernization environments.\n * Experience in federal environments involving enterprise operations, data engineering, digital transformation, or business process modernization.\n * Familiarity with AI/GenAI deployment patterns, automation frameworks, and prototype\u2011to\u2011production workflows used in government settings.\n * Certifications such as PMI\u2011ACP, PMP, or additional cloud/AI/DevSecOps credentials.\n * Experience advising government stakeholders, supporting solution design, and documenting modernization strategies.\n * Strong analytical and problem\u2011solving capabilities with the ability to assess modernization options and recommend practical solutions.\n * Ability to collaborate across engineering, data, operations, and program teams in federal environments.\n * Excellent communication and documentation skills, supporting briefings, recommendations, and technical reports.\n * Understanding of enterprise architecture, cloud concepts, and AI/GenAI solution lifecycle management.\n\n\n\nAbout NTT DATA\n\nNTT DATA is a $30 billion business and technology services leader, serving 75% of the Fortune Global 100.
