This role provides centralized leadership and orchestration across 360 deals, Vendor Management Office (VMO), and IT Labor Relations, while enabling and amplifying the effectiveness of other OCIO offices. \n\nThis leader ensures that OCIO capabilities operate cohesively to support the rhythm of the CIO, enterprise governance, financial transparency, employee engagement, and disciplined portfolio execution.\n\nIn addition, this role serves as a flexible program leader for high\u2011priority executive initiatives, standing up and leading \u201ctiger teams\u201d to incubate new capabilities before they are operationalized or transitioned into steady\u2011state ownership. \n\nThis will also be responsible for representing OCIO\u0027s AI efforts (AI POC)\n\nKey Responsibilities\n\nStrategic Imperatives Ownership\n\n * Lead OCIO accountability for 360 deal oversight and orchestration, ensuring alignment across IT, Legal, Finance, Procurement, and business stakeholders.\n * Own and evolve the Vendor Management Office (VMO) operating model, including vendor governance, performance transparency, and executive reporting.\n\n\n\n * Provide centralized oversight and coordination for IT Labor Relations, partnering closely with HR, Legal, and IT leadership.\n\n\n\n * Own and evolve OCIO\u0027s AI vision and plan\n\n\n\nExecutive Management Office Enablement\n\n * Partner with Executive Management Office leads to support the CIO operating rhythm, including:\n\n\n * * All Hands Meetings (AHMs)\n * Executive presentations and communications\n * CIO agenda planning and special initiative triage\n\n\n * Ensure executive\u2011level materials are outcome\u2011focused, aligned, and decision\u2011ready.\n\n\n\nBusiness Operations Office Enablement\n\n * Partner with Biz Ops Office leads to support (as needed):\n\n\n\n * * Strengthening the central IT budget management processes, working in close partnership with Finance and Business Operations leads.\n\n\n\n * * Enabling and scaling Business Operations Lead (BOL) capabilities across IT domains.\n\n\n\n * * Driving consistency, transparency, and discipline in business operations governance.\n\n\n\nDelivery Office \u0026 Strategic Portfolio Enablement\n\n * Partner with the Delivery Office (as needed) to help establish and mature Strategic Portfolio Management (SPM) capabilities.\n\n\n\n * Support portfolio prioritization, intake, and governance processes aligned to ITLT and CIO expectations.\n * Enable cross\u2011initiative coordination to ensure focus on the highest\u2011value enterprise outcomes.\n\n\n\nStrategic Initiative Execution (as needed)\n\n * Program\u2011manage high\u2011priority CIO or ITLT initiatives that require rapid incubation, cross\u2011functional coordination, or temporary centralized leadership.\n * Stand up, lead, and dissolve tiger teams as initiatives mature or transition to steady\u2011state ownership.\n\n\n\nKey Stakeholders\n\n * CIO and IT Leadership Team (ITLT)\n * OCIO Executive Management, Business Operations, and Delivery Office leads\n * Finance, HR, Legal, and Procurement leadership\n * Domain IT leaders and Business Operations Leads\n\n\n\nRequired Qualifications\n\n * 10+ years of experience in IT leadership, business operations, enterprise program management, or related roles.\n * Demonstrated success leading enterprise\u2011level initiatives with high visibility and cross\u2011functional complexity.\n * Strong understanding of IT financial management, vendor governance, and workforce / labor considerations.\n * Proven ability to operate effectively within matrixed, global organizations.\n * Experience managing and developing teams.\n\n\n\nPreferred Skills \u0026 Attributes\n\n * Exceptional executive communication and stakeholder management skills.\n * Strong business judgment with the ability to balance speed, rigor, and pragmatism.\n * Comfort operating in ambiguity and building structure where none exists.\n * Experience supporting CIO\u2011level operating models, governance forums, or portfolio processes.\n * Continuous improvement mindset and enterprise\u2011first orientation.\n\n\n\nMinimum Qualifications:\n\n\u2022 8+ years of IT-related work experience with a Bachelor\u0027s degree. \nOR \n10+ years of IT-related work experience without a Bachelor\u2019s degree. \n \n\u2022 5+ years of supervisory or leadership experience.\n\nQualcomm is an equal opportunity employer.
